Summary: Improving education quality in Latin America and the Caribbean supposes the existence of well trained, committed teachers, whose professional work is acknowledged. The teachers are the ones who are in daily contact with students in the classroom. The purpose of this study is twofold: (1) to know the characteristics and perceptions of teachers which are relevant to educational policy; (2) to understand how these characteristics and perceptions relate to levels of student achievement.
