Technical Assistance - Projects

Reducing the digital divide and promoting digital transformation in the Americas.

The Executive Secretariat of CITEL promotes key recommendations to strengthen digital transformation, cybersecurity, and disruptive technologies such as artificial intelligence in the OAS Member States. Through its technical assistance, it supports the implementation of Resolution AG/RES. 2966 (LI-O/21) to expand Telecommunications/ICT in rural and underserved areas, and promotes regulatory improvements aligned with Recommendation CCP.I/REC. 44 (XLIV-24).

These initiatives aim to reduce the digital divide and modernize regulatory frameworks through roadmaps, observatories, and strategies that strengthen public policies.

States with Technical Assistance


The CITEL Secretariat successfully completed the technical assistance for Ecuador, and the processes for República Dominicana, Panamá, Paraguay, Colombia, and Bolivia are currently underway. Efforts are also being made to implement similar assistance in other OAS Member States.

Main Objectives

The 21 strategic guidelines aim to ensure connectivity and the development of Telecommunications/ICT in underserved areas.

Universal Service Funds (USF)
Promote the use of USF for connectivity projects in rural, remote, or underserved areas, providing facilities that enable access for a variety of operators.

Encourage and support the implementation of business models that incentivize the entry of new economic agents and promote their financial sustainability.

Foster investment and innovation in rural areas by facilitating access to infrastructure and promoting small operators.

Promote cooperation and the removal of barriers to infrastructure deployment between central and local governments to address issues related to permits and rights of way.

Regularly examine regulations applicable to rural connectivity to promptly address the specific demands and needs of connectivity in rural areas.

Encourage the efficient use of the spectrum to expand ICT coverage with quality and affordable pricing, through flexible regulations that foster investment.

Alternatives to Facilitate Coverage Expansion
Consider alternative and innovative models for the allocation, licensing, and payment for the use of the radio spectrum aimed at facilitating coverage expansion.

Boost to Advanced Telecommunications Technologies
Consider policies to encourage investments in satellite, aeronautical, and terrestrial technologies, including stratospheric platforms, among others, that could provide Telecommunications/ICT services in the short term.

Consider the implementation of new technologies and techniques for dynamic spectrum management that allow flexible or shared use, including both licensed and unlicensed spectrum.

Grants

We work continuously to promote digital transformation in member countries through diagnostics based on qualitative research, with a focus on cybersecurity, data protection, and the responsible use of disruptive technologies such as artificial intelligence, ensuring a positive impact on populations. Our goal is to maximize the benefits of these technologies in a safe and accessible way for everyone. To achieve this, we have strengthened our resource mobilization strategy, using qualitative research to generate significant impact. As a result, we have achieved the following milestones:
