1.0 Introduction

This report discusses the Building Inspectors Training Course, and presents the findings of the evaluations of the training modules and the overall training course, with some recommendations. A report on the activities of all the sessions of the training course is included.

2.0 Course Overview

This training course may be considered to have been satisfactorily conducted and the participants benefited from the training. This was supported by the responses to the evaluations the participants were asked to complete during and at the end of the training course. There were evaluations of the modules at the end of each module, and an overall evaluation of the training course. There was an early evaluation to determine if the arrangements and facilities were considered adequate. A special evaluation was done on the topic Building Codes, which was of greatest interest to most participants.

The training course was prepared, using the initial information provided, which said that some persons attending may have little training and experience of the technical issues involved in the building and development industry. However, the persons attending the training course ranged widely from somewhat experienced and qualified to very qualified in many Building, Development and related fields. This presented the greatest challenge to the prepared training schedule, and resulted in modifications of the initial training schedule to give greater emphasis to some topics and lesser emphasis to others. The area given greater emphasis was Building Codes, as this was the area of greatest interest to course participants.

There were visits to two different sites, which the participants felt would provide the broadest range of activities associated with Building Development. The sites were a coastal development and a housing development. Work is presently in progress at these sites, and they both had completed units as well as some units that were just started.

There were 15 participants who attended this training course, and they all received ‘Certificates of Completion’ at the end of the course.

The range of presentations included demonstrations, site visits, slide presentations, overheads, and much discussion. The range of resource persons, was somewhat constrained by the existing high building and development activities going on in the country at this time. This was the reason stated by many resource persons from private practice and industry for their unavailability for presentations. This is reflected in the resource persons participating being mainly those from government institutions. This is not considered a disadvantage, but merely shows the perspective that was prevalent in the discussions.

3.0 Evaluations

Training Course: The training course evaluation showed the following response to the questions below:

  1. Did the course satisfy your expectations? YES - 17% | SOMEWHAT - 66% | NO - 17%
  2. Would you attend a similar course again? YES - 77% | UNDECIDED - 8% | NO - 15%
  3. Would you recommend this course to others? YES - 100% | NO - 0%

Venue: The training venue evaluation showed that the room and the supporting services and equipment were considered adequate for the training course.

Comments: The comments provided on the evaluation sheets showed that many participants felt that the course should be reduced to a 2-week course. This suggestion was taken up in the discussion to determine what topics could have been reduced or removed. There were no topics identified for removal, but a reduction of some topics was suggested, even though the topics suggested for reduction varied, with no one topic identified significantly more than others. The topic on Building Codes was the one topic that most persons felt they needed more time for.

Building Codes: This evaluation was done, as it was the topic that was most desired. The questions asked focused mainly on the extent to which building codes should apply. The majority of persons felt that all types of housing should be covered by the building codes. To the questions of alternatives to building codes, most persons felt that both "standards" and "competition" were not alternatives for providing quality.

4.0 Recommendations

  1. It is recommended that the course be reviewed to see how it can be reduced to a two-week course, as this was the major collective opinion of the participants.
  2. It is also recommended that PomMarine hotel be the preferred place for accommodation and the training venue for any future training courses.

5.0 Travel Costs

The following were the travel costs for the site visits made as part of the training course:

Site visit to Cottage and Groves Housing Development $175.00 US
Total $400.00 US

I would like to mention here that there were requests for an extra three overseas participants to be included in the training course. These three persons were accommodated at Asta Beach Resort and they required daily transportation to the training venue. The costs for these arrangements have been received and are as follows:
