How to Request a Loan from the Caribbean Development Bank (CDB)

  1. A letter of request from the potential borrower must be sent through the government’s official channel of communication to CDB at the following address:

  2. The letter should be accompanied by a project proposal. The project proposal should include the following:
  1. the loan amount needed and purpose;
  2. the project components and financing plan showing financier of each component;
  3. which agency will execute the project and its institutional strengths and weaknesses;
  4. recommendations on how to address potential problems (if any);
  5. justification for the project; and
  6. ability of the borrower to repay loan
  1. Upon receipt of the letter of loan request, a CDB officer(s) will be assigned to the project who will work with the borrower to prepare the project for CDB appraisal and Board consideration (see format for Staff Report). Technical Assistance loans from CDB are available to assist borrowers to prepare project proposals.

The principal appraisal methodology for disaster mitigation and rehabilitation projects will be a Least Cost Analysis approach.
