Length: 46 pages, double-spaced Thesis: This is a case study of the failed attempt to privatize the water and sanitation utility of Lima, Peru. Instead of privatizing, the government instituted reforms in water regulation. This paper makes the case that a concession would have produced better results than the reform, and it goes on to discuss the political circumstances that caused privatization to fail. Comments: A substantial portion of this paper would have to be cut out for publication. It may be possible to take some of the statistics and figures out and to summarize the political analysis, which is very lengthy. Likely each section would have to be significantly shortened.
