Decentralization and Reform of the Water Sector Presented By: Chris Jennings from the Inter-American Development Bank Date: November 16, 2000 Summary: Decentralization can be viewed as a strategic intervention and can be approached through a “Separation of Functions.” The three functions are provision of services, policy making, and regulation. These functions should be delegated to different organizations. The decentralization of providing services is a tactical decision that varies according to each country’s size and needs. Comments: The prose of this presentation is on file. It is 3.5 pages, single-spaced. It would need to be edited and expanded upon.
