Support for Meetings and Activities in the Area of Sustainable Development and Environment

THE INTER-AMERICAN COUNCIL FOR INTEGRAL DEVELOPMENT,

HAVING SEEN Resolutions AG/RES. 1514 (XXVII-O/97), "Coordination and Follow-up of the Declaration of Santa Cruz de la Sierra and the Plan of Action for the Sustainable Development of the Americas"; AG/RES. 1534 (XXVIII-O/98), "Support for and Follow-up to the Summits of the Americas Initiatives"; AG/RES. 1567 (XXVIII-O/98), "Special Security Concerns of Small Island States"; and AG/RES. 1584 (XXVIII-O/98), "Special Program of Support to Countries Affected by ‘El Niño’ "; and

The Declaration of Santa Cruz de la Sierra and Plan of Action for the Sustainable Development of the Americas; the Inter-American Program for Sustainable Development; the Strategic Plan for Partnership for Development 1997-2001; the report of the Secretary General on implementation of the Summit of the Americas on Sustainable Development; and the Barbados Declaration and the Programme of Action of the United Nations Global Conference on the Sustainable Development of Small Island Developing States; and

CONSIDERING that, in the Plan of Action of the Second Summit of the Americas, the Heads of State and Government instructed the OAS to continue to coordinate the fulfillment of the mandates of the Summit of the Americas on Sustainable Development, through the Inter-American Committee on Sustainable Development (CIDS);

That the Organization, through the Special Multilateral Fund of the Inter-American Council for Integral Development (FEMCIDI), finances cooperation activities that correspond to specific mandates from the Summit of the Americas on Sustainable Development, with technical support from the General Secretariat;
That the Second Regular Meeting of the Inter-American Committee on Sustainable Development (CIDS) will be held in October 1999;

That, in the Plan of Action for the Sustainable Development of the Americas, the Heads of State and Government agreed to seek to establish an Inter-American Biodiversity Information Network, primarily through the Internet, that will promote compatible means of collection, communication, and exchange of information relevant to decision-making and education on biodiversity conservation;

That, in the Plan of Action for the Sustainable Development of the Americas, the Heads of State and Government agreed to cooperate in the establishment of a hemispheric network of officials and experts in environmental law, enforcement, and compliance in coordination with the OAS to facilitate the sharing of knowledge and experiences and to provide a focal point, as appropriate, for carrying out cooperative efforts to strengthen laws, regulations, and implementation, as well as training in these areas for those states seeking such assistance, taking into account the studies prepared by the Inter-American Juridical Committee; and

That, at the Summit of the Americas on Sustainable Development, held in Bolivia in 1996, the Heads of State and Government decided to promote the agreements reached at the United Nations Global Conference on the Sustainable Development of Small Island Developing States, held in Barbados in 1994, and that the United Nations will convene a special session of the General Assembly, to be held in September 1999, for the review and appraisal of the implementation of the Barbados Programme of Action,

RESOLVES:

  1. To reiterate the commitment made by member states to implement the decisions of the Summit of the Americas on Sustainable Development, held in Santa Cruz de la Sierra.

  2. To instruct the General Secretariat to continue supporting activities to coordinate and follow up on decisions of the Summit of the Americas on Sustainable Development and to fulfill the Summit mandates assigned to the Organization.

  3. To request the Second Regular Meeting of the Inter-American Committee on Sustainable Development (CIDS) to examine the advisability of holding a ministerial meeting on sustainable development issues in the year 2000.

  4. To instruct the General Secretariat to redouble its efforts to support countries in the process of planning for the mitigation of natural disasters and to invite the member states and permanent observers, as well as international organizations, to provide financial support for initiatives in this area.

  5. To urge member states to seek to establish an Inter-American Biodiversity Information Network, primarily through the Internet, that will promote compatible means of collection, communication, and exchange of information relevant to decision-making and education on biodiversity conservation.

  6. To urge the member states to cooperate in the establishment of a hemispheric network of officials and experts in environmental law, enforcement, and compliance in coordination with the OAS to facilitate the sharing of knowledge and experiences and to provide a focal point, as appropriate, for carrying out cooperative efforts to strengthen laws, regulations, and implementation, as well as training in these areas for those states seeking such assistance, taking into account the studies prepared by the Inter-American Juridical Committee.

  7. To instruct the General Secretariat, through the Unit for Sustainable Development and Environment, to present to the Second Regular Meeting of CIDS a strategy for procuring and mobilizing resources to implement the Inter-American Program for Sustainable Development and the mandates from the Summit of the Americas on Sustainable Development assigned to the OAS and to provide support to the member states, when they so request, in the preparation of proposals for multilateral projects and partnership for development activities.

  8. To recommend to CIDS that it take into account the results of the Special Session of the United Nations General Assembly for the review and appraisal of the Barbados Programme of Action.
