THE INTER-AMERICAN COMMITTEE ON SUSTAINABLE DEVELOPMENT OF THE INTER–AMERICAN COUNCIL FOR INTEGRAL DEVELOPMENT (CIDS/CIDI)

RECALLING the Plan of Action of the Santa Cruz Summit (1996), in which the Heads of State and Government made a commitment to cooperate in the establishment of a hemispheric network of officials and experts in environmental law, enforcement, and compliance in coordination with the OAS to facilitate the sharing of knowledge and experiences and to provide a focal point, as appropriate, for carrying out cooperative efforts to strengthen laws, regulations, and implementation, as well as training in these areas for those states seeking such assistance, taking into account the studies prepared by the Inter-American Juridical Committee.

RECALLING resolution CIDI/RES. 66 (IV-O/99) urging Member states to cooperate in the establishment of the network;

NOTING document “Inter–American Forum on Environmental Law (FIDA) Progress Report” (CIDI/CIDS/Inf.5/99) and the work carried out by the Unit for Sustainable Development and Environment of the General Secretariat of the Organization of American States, in cooperation with the Sub-secretariat for Legal Affairs and partner organizations to the FIDA network, throughout the region;

RESOLVES:

  1. To support the continuing work of FIDA to build a strong network of experts and officials capable of providing technical support and capacity building to Member states in strengthening environmental laws and institutions.

  2. To urge FIDA to take account of priorities identified by the Heads of State meeting at the Summit of the Americas in formulating future work plans and projects.

  3. To call upon the General Secretariat to convene, by the end of 2003 and with the support of external resources, a hemispheric meeting of National Focal Points which will review progress of FIDA’s activities and recommend new priorities in the subject matter within the scope of the mandates of the Summit of the Americas.
