SPECIAL SESSION
Promotion of a Democratic Culture Through Education
The Permanent Council of the Organization of American States convened in special session on April 12 and 13, 2004 to discuss how formal and non-formal education processes promote a democratic culture and how those processes can be strengthened in the Americas. The Unit for Social Development and Education (UDSE ) and the Unit for the Promotion of Democracy (UPD ) provided support to the Permanent Council's special session, which was attended by ministers of education, members of the Inter-American Committee on Education and representatives of civil society organizations engaged in promoting a democratic culture through education. The opening session was addressed by Permanent Council Chairman Miguel Ruiz-Cabañas, Mexico's Ambassador to the OAS; Hazel Manning, Trinidad and Tobago's Minister of Education and First Vice-Chair of the Inter-American Committee on Education; and OAS Assistant Secretary General Luigi Einaudi. The two-day meeting concluded with recommendations and guidelines for the development of an Inter-American Program on Democratic Values, Human Rights and Peace both the formal and non-formal education sector.
