DECLARATION AND PLAN OF ACTION PROPOSAL Forum synthesis Report August 7, 2003: The forum has been re-opened with revised versions of the draft Declaration and Plan of Action. These versions incorporate all deliberations undertaken at the Technical Preparatory meeting and were drafted jointly by Brazil and the OAS to ensure all delegates comments were considered in the drafts. The Virtual Forum will be open for final comments on the draft Declaration and Plan of Action until August 31, 2003, after which final versions of the documents will be drafted by Brazil in advance of the Ministerial Meeting in Salvador on September 24-26, 2003. Report July 10, 2003: The forum was closed in advance of the July 24-25 Technical Preparatory Meeting, having received comments on the draft Declaration and Plan of Action from six delegations. During this stage participants reviewed the posted comments more than 200 times. Presently the UDSE-OAS is consolidating the drafts of the Declaration and Plan of Action in order to incorporate all comments and prepare working documents for the Preparatory Meeting. Report June 26, 2003: The forum was opened to the Troika on June 18th to discuss the first drafts of the Declaration and Plan of Action of Salvador, in advance of the Preparatory Technical Meeting. Canada and Brazil have provided comments and suggestions, re-wording and editing in order to strengthen the drafts in advance of the Preparatory Meeting. The latest drafts posted to the forum represent an initial consensus by the Troika and will now be available for a wider discussion via the forum. On June 30th, the forum will be opened to all members of the IACML, the advisory bodies and international organizations.
