Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

The OAS has discussed for several years the real estate issue, the funding required for maintenance and repairs, as well as the deferred maintenance of its historic buildings. · Nous notons que le Gouvernement d’Haïti a émis le 12 septembre un rapport préliminaire sur les mesures qui ont été prises relativement aux actes de violence perpétrés le 17 décembre 2001 et les jours suivants.
· Bien que nous comprenions qu’il s’agit d’un rapport d’activité, ce dernier ne contient que des généralités ou des descriptions de mesures prises par le passé. On ne peut pas considérer qu’il répond aux exigences de la Résolution 822.
· Cette opinion est partagée par le chef de la Mission spéciale de l’OEA, qui a décrit le rapport comme étant incomplet lors d’une conférence de presse à Port-au-Prince le 3 octobre.
· Nous espérons que le Gouvernement d’Haïti présentera un rapport final détaillé sous peu, et nous nous attendons à ce qu’il le fasse. Nous serions heureux que l’Ambassadeur Valcin précise à quel moment il croit que le Ministère de la justice publiera le rapport complet.
· Nous nous attendons à ce que le rapport final:
-- présente des renseignements précis concernant les efforts déployés pour appréhender les suspects dans les actes de violence du 17 décembre qui sont encore en liberté;
-- décrive les progrès réalisés pour traduire en justice les dix personnes accusées le 18 septembre dans le cas de Brignol Lindor;
-- montre que des progrès ont été réalisés pour traduire en justice les responsables du meurtre de Jean Dominique;
-- présente un compte rendu précis des dommages versés jusqu’à maintenant aux victimes des actes de violence du 17 décembre et qu’il énoncera clairement les critères utilisés pour ces paiements.
· Un rapport plus global et plus approfondi, décrivant les mesures concrètes prises conformément aux résolutions pertinentes de l’OEA, est absolument essentiel pour mettre l’Organisation en mesure d’exécuter le mandat reçu de renforcer la démocratie en Haïti.
