Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

The OAS has discussed for several years the real estate issue, the funding required for maintenance and repairs, as well as the deferred maintenance of its historic buildings. NOTES POUR UNE INTERVENTION DU CANADA À LA COMMISSION GÉNÉRALE DE L’OÉA AU SUJET DE LA RÉSOLUTION "APPUI AU RENFORCEMENT DE LA DÉMOCRATIE EN HAÏTI"

Je suis heureux de présenter (à la Commission Générale) un projet de résolution sur “Haïti” qui a obtenu le consensus d’un groupe de travail qui comprenait Haïti, le Brésil (pour ALADI), Costa Rica (pour GRUCA), Guyana et Ste Lucie (pour le CARICOM) les États-Unis, et le Canada, qui a agit en tant que président.
Cette résolution contient une série d’éléments qui, si elle est adoptée, amélioreront les probabilités de faire des progrès tangibles vers une sortie de crise en Haïti et d’entamer dans le meilleur esprit possible le processus qui mènera aux prochaines élections haïtiennes.
Nous sommes particulièrement satisfaits que le projet de résolution contienne une réitération vigoureuse des engagements pris par le Gouvernement d’Haïti et une confirmation de l’importance du rôle de la Mission Spéciale de l’OÉA en Haïti, ainsi qu’un élargissement du mandat de cette mission. Nous soulignons l’appel fait au Secrétaire général de l’OÉA de continuer ses efforts afin de dénouer la crise politique haïtienne.
We are also pleased that the resolution supports the normalization of relations between the Government of Haiti and the international financial institutions. We think this is a good step forward, and basically a recognition of the current reality in Haiti, where - despite the impressive efforts of the assistant secretary general - a political accord no longer seems to be in the offing. You will see that many elements of that accord have been incorporated in this resolution.
The resolution addresses the electoral process by establishing a timetable for the creation of a Permanent Electoral Council and an Electoral Guarantees Commission, with the objective of holding free, fair and credible elections in 2003.
Finally, the resolution calls on the international community to provide - as a matter of urgency - additional support to the OAS special mission, as well as technical and financial support for the elections in 2003.
This is a very good resolution -- but that is only the beginning. It now requires the political will and the commitment of all the actors to reverse the long negative slide in haiti and begin to turn the corner to a better life for the Haitian people.
For these reasons, Canada is pleased to co-sponsor this resolution, and hopes that this committee will see its way to adopt it by consensus.
