National Directors
| Technical Coordinators
The Technical Units of each country are responsible for all the
activities that are being executed within their national territory, and
for the coordination of all the activities in that national territory. For
the fulfillment of their obligations, the Technical Units are integrated
by a National Director, a Technical Coordinator, and an interdisciplinary
team of consultants.
The National
Directors
The National Directors are appointed by the governments of Costa Rica
and Nicaragua, through the Ministries of MINAE and MARENA, respectively.
Their responsibilities are:

Act as a liaison between the
Government and the Project, establishing the national priorities in the
elaboration of the documents that result from the execution of the
Project. More particularly, in the formulation of the SAP.

Act as liaison with the
Technical Unit of the other country.

Convene and chair the
meetings of the Consultative Committee of their respective countries.

Oversees the national
counterpart contribution and coordinate the participation of the
national institutions and organizations involved in the Project.

Supervise all the activities
of the Project within their national territory and of those of
binational nature, in coordination with the other National Director, and
with the assistance of the Technical Coordinator.

Review and provide comments
of final reports.

With the assistance of the
Technical Coordinator, coordinate and organize national workshops and
meetings of the Consultative Committee, and binational workshops and
meetings of the Steering Committee that are held in their country, and
prepare the programs.

Act as the Technical
Secretaries of the Steering Committee.
The Technical
Coordinators
The Technical Coordinators are selected through an opened and public
call, unless those who acted as Technical Coordinators in the PDF-Block B
phase are available, and the full members of the Steering Committee agree
on their appointment. Their responsibilities are:

Supervise and coordinate
technically all the activities of the Project in the national territory
of the Technical Unit of their competence, and those binational
activities of their field of expertise, in coordination with the other
Technical Coordinator.

Guide the work of the
consultants under their supervision, revise and approve their progress
reports. Revise final reports and prepare evaluations for review and
comments of the National Directors, and later delivery to the OSDE/OAS.

Coordinate and supervise the
preparation of work programs, budgets and operation plans of the
Project.

Prepare terms of reference
of consultants under their supervision, and coordinate their activities.

Assist the National
Directors in the coordination and organization of national workshops and
meetings of the Consultative Committee of their countries, and
binational workshops and meetings of the Steering Committees that are
held in their respective countries. Also, assist the National Directors
with the preparation of programs for those workshops and meetings.

Convene and moderate
periodic meetings with consultants under their supervision and with the
other Technical Unit.

Prepare field trips, and
assist the international consultants and OSDE/OAS specialists in their
missions.

Prepare progress and final
reports of the Project.
