Introduction

The second Meeting of the PROCUENCA-SAN JUAN Steering Committee was called for by Mr. Roberto Stadthagen, Minister of the Environment and Natural Resources of Nicaragua, to be held on June 07-08, 2001 in Granada, Nicaragua.

The meeting was attended by the Minister of Nicaragua, Mr. Roberto Stadthagen; the Vice-minister of MINAE, Mr. Iván Vincenti; the Mayor of Granada, Mr. Luis Chamorro; UNEP representative, Mrs. Isabelle Vanderbeck; OAS's Chief of the Geographical Area II, Architect Jorge Rucks; and representatives from cooperation organizations working on actions associated with PROCUENCA-SAN JUAN.

During the opening session Mr. Jorge Rucks, representing the OSDE/OAS Director, highlighted the importance of building, within the project activities, mechanisms and institutional agreements for sustainable integrated management of the San Juan River Basin. He mentioned the interest of the project for Central America in the framework of the Central American Plan for Water Resources Management (PACADIRH). Mrs. Isabelle Vanderbeck from UNEP pointed out the worldwide interest in the project and its consistency with the worldwide strategy of UNEP and GEF in transboundary water resources management.

The Vice-Minister of MINAE reaffirmed the importance of the project for his government. He expressed his belief that, by solving environmental and sustainable development problems, they will advance towards the solution of other problems.

Mr. Leopoldo Navarro Bermúdez, Vice-President of Nicaragua, closed the session highlighting the work for sustainable development of the San Juan River Basin and coastal areas done jointly by Nicaraguans and Costa Ricans. He commented on the importance of the water basin in Central America for its fresh water reserves.

Outcomes

Agreements were concluded to strengthen institutional integration of PROCUENCA-SAN JUAN in MINAE and MARENA, and improve coordination with other regional and national projects executed by MINAE and MARENA. Other agreements were concluded to institutionally strengthen MINAE and MARENA.

Importantly, cooperation with other projects such as the Meso-American Biological Corridor, the Management Project for the Frío River implemented by UNDP with U.S. funding, and the water contamination basin rivers studies was also taken into account. Finally, it was agreed that specific activities to be implemented in cooperation with the PROCUENCA-SAN JUAN project and other projects associated with the Meso-American Biological Corridor and the Contaminants Run-off in the Caribbean Sea project should be identified jointly.
