The Department of Public Security (DPS), with the financial contribution of the government of Ecuador, is implementing the Second On-Site Police Training of REDPPOL.

For this edition, DPS, with the support of the partner universities of REDPPOL (University of São Paulo, University of Buenos Aires, and Georgetown University), has carried out a review of the educational guide and the materials of the On-Site Training, considering the results and the evaluation of the First On-Site Training.

In this Second edition, the participants of each Member State will strengthen their knowledge of the following subjects:  1) Trends of violence and crime in the Americas; 2) Society, State, and Police; 3) Police Management; 4) Leadership; 5) Knowledge Management on the Police; 6) Transnational organized crime, cybercrime and international police cooperation to address them; and 7) Innovation module.

Characteristics

Dynamic classes, with balance between lectures with audiovisual support and tools for practical application of knowledge.

  • 180 class hours, divided in 110 hours of theoretical classes, 40 hours of practical module, and 30 hours of conferences.

Evaluations:
Modules 1 - 6: Individual evaluation of learning with 10 multiple choice questions.
Module 7: Development and presentation of an innovation project (group work).

Requirements
  • At least 10 years of service (middle-rank officer);
  • Hold a university degree;
  • Be between 30 and 45 years old;
  • Speak one of the following languages: Spanish, English or Portuguese;
  • Not qualify for retirement in the next 5 years;
  • Hold a management and/or leadership position in the police force;
  • At least two (2) women must be included in the six (6) candidacies;
  • Considering the need to replicate the knowledge acquired in the On-Site Training, we also request that at least three (3) of the applicants are involved in the educational system of their institution.
Target audience
Police officers from the OAS Member States, selected by the Evaluation Committee of the course.
Objectives
  • Obtain a general understanding of the context in which they have to exercise the police function;
  • Understand public safety as part of a system, comprised of several other sub-systems. As such, it is necessary to collaborate and coordinate to design and implement comprehensive alternative responses;
  • Reflect about the police institution considering its relationship with the State and with Society; as an object of social construction, as a social actor, as an agent of social transformation, and as a provider of public service;
  • Understand the police as a provider of a public service, which requires the police to be in a sustained process of modernization. This process should reflect the changes in the discipline of management and administration; the technical, methodological and technological innovations; the new threats and criminal challenges; and the demands of society;
  • Recognize the police as a key actor in the cycle of public security policies, with the capacity to transform the social reality of people;
  • Understand the relationship of the police with other social actors (citizens, press, and civil society) and their impact on police work;
  • Understand how to manage the police institution in a strategic and effective way, with the use of up to date methodological, analytical and technological tools, considering the needs and demands of society, the trends of violence and crime, and the sustainability of the police work.
    Understand how individual experiences, beliefs and personal values influence the leadership model;
  • Recognize how different types of leadership impact on the environment, the organizational culture, the functioning of the institution and the relationship with other actors (governmental and non-governmental);
  • Get familiar with good practices and tools to exercise positive, constructive and transformational leadership in police institutions;
  • Understand the importance of knowledge management in the police field and understand its main tools and application;
  • Understand the context, dynamics, patterns, trends, structure / organization, and modus operandi of organized crime in the Americas; its impact/implications and how to address it from a regional and international perspective;
  • Understand international police cooperation mechanisms, including information and intelligence exchange to address transnational organized crime;
  • Recognize the different manifestations of cybercrime and the tools used by the police to effectively address it;
  • Develop an innovation project.
Diploma
The participants will receive certificates issued by the University of Sao Paulo and the Organization of American States (OAS).
