  1. Introduction
  2. As part of the Post-Georges Disaster Mitigation Project, the USAID / OAS are assisting the Government of Antigua and Barbuda with the development of a natural hazard mitigation plan. As part of the process of plan development, two workshops on natural hazard mitigation and mitigation planning were held in Antigua and Barbuda from May 15 to 18, 2000. The first workshop, an introduction to natural hazard mitigation, was held from May 15 – 17 at the Royal Antiguan Hotel in St. John’s. The second workshop, designed to develop a workplan for the mitigation plan, was held on May 18 at the conference room of the National Office of Disaster Services (NODS) in St. John’s. This report, summarises the activities and recommendations of the second workshop.

  3. Workshop Objectives

The purpose of the workshop was:

    1. To develop an outline of the proposed natural hazard mitigation plan and
    2. To develop a detailed workplan.

  2. The workshop agenda is presented as Appendix 1. Dr. Cassandra Rogers and Mrs. Lynette Atwell facilitated the workshop and were the lead presenters. Thirteen persons from the public and private sector attended (See Appendix 2). Although the workshop was intended for members of the Mitigation Committee only, this Committee had not yet been established by the date of the workshop. As such, the workshop was attended primarily by a subset of the participants who had attended the first workshop.

    Participants included district disaster coordinators, representatives from the National Office of Disaster Services (NODS), Public Works Division, Development Control Authority, Ministries of Planning, Tourism and

    Environment and Finance, the Antigua and Barbuda Public Utilities Authority, the Barbuda Council and the Antigua and Barbuda Chamber of Commerce.

    The workshop period was devoted to presentation and discussion of a basic plan outline and to the development of the workplan.

  3. Plan Outline and Detailed Workplan
  4. Following the workshop, the plan outline was further detailed (Appendix 3). The 14-month workplan, presented as Appendix 4, outlines 19 tasks, along with the specific duties, time allocated, and teams and/or individuals responsible for execution. It is to be noted that once the Mitigation Committee is in place, the local coordinator would be required to further detail the workplan. Working groups were assigned to compile the hazard and resource data and to perform the capability assessment.

  5. Decisions Taken

Several issues were raised and decisions taken during the discussion, viz.:

    1. Participants felt strongly that there was a need for an institutional framework to be developed for plan preparation. In this regard, it was agreed that there was a need for a Mitigation Council, comprised of Ministers of Government and Permanent Secretaries, which would oversee the overall plan process. The proposed Mitigation Committee would function as the executing arm of the Mitigation Council. The OAS Director in Antigua and Barbuda and the National Office of Disaster Services (NODS) agreed to collaborate to move this forward by mid-July;
    2. It was agreed that NODS would function as the secretariat for the plan preparation exercise;
    3. A representative of the government information service should form part of the Mitigation Committee;
    4. Public information should be an integral part of plan development and should be incorporated throughout the entire plan development process.
