G E N E R A L      S E C R E T A R I A T

EXECUTIVE ORDER No. 84-4
SUBJECT: REPORTING OF OFFICIAL ACTIONS

 

THE GENERAL SECRETARY,

In exercise of the powers conferred upon him by articles 115, 118, and 119 of the Charter of the Organization and articles 8 and 11 of the General Standards to Govern the Operations of the General Secretariat,

CONSIDERING:

That the official actions of the Secretary General must be publicized appropriately,

RESOLVES:

First: Establishment. The Bulletin of the Office of the Secretary General is hereby established. It shall be governed by the following provisions:

1. The Bulletin shall report on official actions by the Secretary General, or by other officials of the General Secretariat through his delegation, in exercise of the powers conferred upon him by the Charter, the General Standards to Govern the Operations of the General Secretariat, and other pertinent provisions. Such actions include:

a. The approval of internal regulatory instruments of the General Secretariat;

b. Permanent appointments, fixed-term contracts, and appointments to positions of trust;

c. Performance contracts and contracts for the purchase of goods and services with natural or juridical persons;

d. The designation of representatives to meetings;

e. Agreements signed;

f. Delegation of responsibility or of authority; and

g. Other important decisions.

2. The Bulletin shall be published as frequently as necessary and its preparation and distribution shall be the responsibility of the Office of Public Information.

3. The offices of the General Secretariat that, pursuant to the Executive Orders defining their areas of responsibility, are charged with concluding the official actions mentioned in the foregoing paragraphs shall transmit the pertinent information as soon as possible to the Office of Public Information for inclusion in the Bulletin. The following offices shall be responsible for transmitting the corresponding information:

a. The Secretariat for Legal Affairs, on the actions mentioned in subparagraphs a. and e. of section 1;

b. The Secretariat for Management, on the actions mentioned in subparagraphs b. and c. of section 1, and

c. The Office of the Secretary Genera, on the actions mentioned in subparagraphs d., f., and g. of section 1.

Second: Effect. This Executive Order shall take effect on the date on which it is signed.
