On april 7 of this year the
Permanent Council of the Organization of American States adopted Resolution CP/Res. 183
(244/76) entitled "Proclamation of 1976 as the Year of the One Hundred Fiftieth
Anniversary of the Amphictyonic Congress of Panama." (The complete text of the
Resolution is attached for your information).
In operative paragraph 3 of that
resolution the Permanent Council instructs the General Secretariat of the Organization to
prominently display the following inscription on the masthead of the publications,
documents, and correspondence it issues this year:
1976 - Year of the One Hundred Fiftieth
Anniversary of the Amphictyonic Congress of Panama
In order to implement the instructions of
the Permanent Council, your full cooperation is requested in carrying out the following
directives:
1. The Executives Secretaries, Assistant
Secretaries, and Directors of Departments and Offices shall be responsible for displaying
the inscription on the bottom of the cover page or first page of all internal reports and
correspondence emanating from their respective areas. They shall also be responsible for
notifying the directors of the training centers and other projects outside headquarters to
comply with these instructions in the issuance of their documents, publications, and
correspondence.
2. The Directors of the Offices of the
General Secretariat in the member states and Office in Europe shall be responsible for
ensuring that the inscription is displayed on all other official communications and OAS
publications and documents issued away from headquarters.
3. The Department of Publications shall
be responsible for displaying the inscription on all OAS publications and documents
printed by that Department.
4. The Contracting Office shall be
responsible for ordering and supplying all offices with stationery, memoranda sheets and
envelopes bearing this inscription.
5. The Department of Public Information
shall be responsible for displaying the inscription on all correspondence, press releases,
information bulletins, and other public information issuances. That Department shall also
be responsible for ensuring that all OAS radio, television, and movie programs include
reference to 1976 as the Year of the One Hundred Fiftieth Anniversary of the Amphictyonic
Congress of Panama.
6. The editors of the
"Am�ricas," "Ciencia Interamericana," "Estad�stica,"
"Inter-American Review of Bibliography," "La Educaci�n," "OAS
Chronicle," and all other periodical publications shall be responsible for displaying
the inscription on the covers of those publications.
7. The secretariats of the following
organs and entities of the OAS at General Secretariat headquarters shall be responsible
for displaying the inscription on their correspondence, documents, and publications:
General Assembly
Meeting of Consultation of Ministers of
Foreign Affairs
Permanent Council
Permanent Executive Committee of the
Inter-American Economic and Social Council (CEPCIES)
Permanent Executive Committee of the
Inter-American Council for Education, Science and Culture (CEPCIECC)
Specialized Conferences
Inter-American Commission on Human Rights
Inter-American Commission of Women
Inter-American Nuclear Energy Commission
Inter-American Statistical Institute
Board of Directors of the Inter-American
Institute of Agricultural Sciences
Administrative Tribunal
8. The Department of Legal Affairs will
be responsible for displaying the inscription on those issuances of the Inter-American
Juridical Committee that are published by the General Secretariat through that Department.
The Secretary General invites the Inter-American Juridical Committee to display the
inscription on the correspondence, documents, and publications of that Committee emanating
from its headquarters in Rio de Janeiro, Brazil.
9. The Secretary General invites the
following Specialized Organizations of the OAS to join the General Secretariat in this
commemoration of the Amphictyonic Congress of Panama by displaying the inscription on the
correspondence, documents and publications emanating from their headquarters:

The Secretary General also invites the
participation of other agencies of the Inter-American System as follows:

The Pan American Development Foundation
is also invited to participate in this commemoration in the same manner as the
above-mentioned entities.
10. The Official texts of the inscription
in Spanish, English, Portuguese, and French are appended to this Executive Order. The
Department of Publications Editorial Bulletin No. 1/76 containing these texts shall be
distributed to the staff.
This Executive Order shall enter into
effect on this date and shall supersede all prior orders that may be in conflict with it.
