Melissa Cossio

 

 

Melissa Cossio is currently an attorney in the Department of Legal Services (DLS). She joined the General Secretariat in April 2009. Before working for DLS she was the Legal Officer of the Department of Procurement of the Secretary for Administration and Finance. Ms. Cossio’s previous professional experience includes working as an attorney of government agencies in Peru, such as ProInversion (Private Investment Promotion Agency), where she provided legal counsel on public-private partnerships and concession contracts of public infrastructure projects, and the Jurado Nacional de Elecciones, where she provided legal counsel regarding administrative, procurement and contractual matters pertaining to the court. Also, Ms. Cossio was an Associate of Navarro-Sologuren, Paredes & Gray Abogados, a specialized law firm in the areas of engineering and construction law, and a legal intern of the law firms Estudio Jorge Avendaño V. and Estudio Olaechea.

Ms. Cossio received her Law degree, with the Summa Cum Laude distinction, from Universidad de Lima. She is also a LL.M. in Government Contracts and Public Procurement Law (Thomas Buergenthal scholar) from The George Washington University Law School and a LL.M. in Corporate and Business Law from Universidad Peruana de Ciencias Aplicadas.

Ms. Cossio is also the pro-bono legal coordinator of ANKAY, Inc. a nonprofit organization that awards education scholarships in Peru. Ms. Cossio has published the article “A Comparative Study of Electronic Reverse Auctions in Peru, the United States of America and the European Union” (extract from her LL.M. thesis) at the law journal Revista Actualidad Jurídica and the article “A Case of Study: Procurement by the Peruvian Electoral Agencies” at the Public Contract Law Journal of the American Bar Association. Ms. Cossio is member of the Lima Bar Association since October 2002.

Ms. Cossio is from Peru.  She speaks Spanish and English fluently.
