Sergio Biondo has been working in the legal area of the OAS' General Secretariat since 1993. During 1993-1994 he served in the Office of the Assistant Secretary for Legal Affairs. From 1994 to 1999 he was an Attorney in the Department of Legal Services. From 1998 to 1999 he was the principal advisor to the Chair of the Special Joint Working Group of the Permanent Council and CIDI established by the General Assembly for strengthening and modernizing the OAS. From 1999 to 2002 he was the Secretary of the Administrative Tribunal. Since then he has served as a Principal Attorney in the Department of Legal Services.

            He offers advice on applicable law, rules, labor relations, contracts, agreements, internal regulations and practice to various political and administrative OAS' organs, including the General Secretariat; CIDI and its subordinate or related entities (CEPCIDI; IACD; IACD Management Board; SEDI; its Departments and Units; and various Inter-American Commissions and Committees); the Permanent Council and some of its Committees and Working Groups; CIM; CITEL; the Retirement and Pension Fund; the Leo Rowe Fund; and others. He also litigates before the OAS Administrative Tribunal, where he represents the Secretary General. He participated in various General Assemblies, serving before the Plenary, the General Committee, and the former Juridical and Political Affairs Committee.

Mr. Biondo received law degrees as both an Abogado and as a Procurador from the Universidad de Buenos Aires, in Buenos Aires, Argentina. He was granted the degree of Master of Laws (LL.M.) in International Legal Studies from the American University's Washington College of Law in Washington, D.C.

He has continued his legal education and professional training by regularly taking various courses and seminars, including some in Washington, D.C., at the WCL/AU; in Cambridge, Massachusetts, at the Inter-University Consortium of Harvard University, MIT, and Tufts University; in Quebec, Canada, with the Council of Canadian Administrative Tribunals; in Paris, France, at the World Bank Paris Office; and in Fairfax, Virginia, with the Virginia Law Foundation.

His previous professional experience includes working in Argentina as an Officer of the National Labor Law Courts; as an Attorney in the Legal Department of the Banco de la Provincia de Buenos Aires; and in private practice in the areas of Banking Law, Business Law, Labor Law, Contracts, and Torts.

Mr. Biondo served as a volunteer at the OAS Staff Federal Credit Union.  He was a member of the Supervisory Committee during 1998. Later that year he became a member of the Board of Directors, and was re-elected as member of the Board during the 1999, 2001, 2003, 2005 and 2007 Annual Meetings. In 2002-2003 and 2003-2004 he was elected to serve as Chairman of the Board of Directors.
