Beginning of the Third Round of Review of the OAS Anti-Corruption Mechanism

From September 14 to 18, 2009, the Fifteenth Meeting of the Committee of Experts of the Follow-Up Mechanism for Implementation of the Inter-American Convention against Corruption (MESICIC) will take place at the headquarters of the Organization of American States.

This is the first meeting within the framework of the Third Round.  At this meeting, the Committee of Experts will analyze the implementation of the provisions of the Convention related to: the denial of favorable tax treatment for payments made in violation of anti-corruption laws (Article III(7)), the prevention of the bribery of domestic and foreign government officials (Article III(10)), transnational bribery (Article VIII), illicit enrichment (Article IX), extradition (Article XIII), as well as the follow-up to the recommendations formulated to the States Parties to the Mechanism in previous rounds.

The following states that volunteered to be examined at the start of the Third Round will be analyzed at this meeting: Argentina, Bolivia, Costa Rica, Paraguay, Peru and Uruguay.  In addition, the Committee’s Work Plan for 2009-2010 will be considered and adopted, among other issues.

Similarly, prior to beginning the work of the Fifteenth Meeting, there will be an informal session held between the Committee of Experts and representatives of non-governmental organizations and civil society from some of the states that will be analyzed on this occasion.

The MESICIC  is an inter-governmental mechanism established within the framework of the OAS, to support those states that are part thereof with the implementation of the provisions of the Convention, through a process of reciprocal evaluations and under conditions of equality, in which specific recommendations are formulated with respect to the areas in which there are legal gaps or which require further progress.  For more information, visit the Inter-American Anticorruption Portal of the Americas.

The Mechanism For Follow-up on the Implementation of the Inter-American Convention against Corruption, known as MESICIC for its Spanish acronym, is a tool to support the development of the Inter-American Convention against Corruption through cooperation between States Parties.
