ARGENTINA COMMUNICATES ITS CONSENT TO RECEIVE ON-SITE VISIT OF THE OAS ANTICORRUPTION MECHANISM
The Republic of Argentina, through its Permanent Mission
to the OAS, formally notified its consent to receive an
on-site visit of the Mechanism for Follow-Up on the
Implementation of the Inter-American Convention against
Corruption (MESICIC), as part of the of the review
process for the Fifth Round of Review.
This is the second time that Argentina has granted its
consent to receive an on-site visit from a team from the
MESICIC.
The first visit took place successfully in October
16-18, 2012 in Buenos Aires, during the Fourth Round of
Review of the Mechanism. The results of that visit form
part of the Argentina country report
adopted by the MESICIC Committee of Experts in March
2013, within the framework of the Fourth Round of
Review, which will conclude later this month.
With respect to the Fifth Round, the MESICIC will
review, among others, the progress made by the States
Parties to address the recommendations formulated in
their
country reports of the Second Round with respect to
systems of government hiring, procurement of goods and
services, and protecting those who, in good faith,
report acts of corruption. Implementation of other
provisions of the Inter-American Convention against
Corruption will also be reviewed.
Another
important item on the agenda is the consideration and
adoption of the Hemispheric Report of the Fourth Round,
which summarizes the results of the Round and allows for
the clear identification of the most commonly formulated
recommendations, as well as the progress achieved by the
countries as a whole in the implementation of the
recommendations from the First Round.
To date, in addition to Argentina, Antigua and Barbuda,
Belize, Bolivia, Brazil, Chile, Colombia, Ecuador, El
Salvador, Guatemala, Guyana, Haiti, Honduras, Mexico,
Panama, Paraguay, Peru, Trinidad and Tobago, the United
States and Uruguay have formally expressed their consent
to receive on-site visits for the Fifth Round. The
MESICIC Technical Secretariat expects to receive similar
notifications from other States, which have reported
that they are taking the necessary steps domestically to
formalize their consent.
The MESICIC is a cooperation mechanism between States,
with the participation of civil society organizations,
established within the framework of the OAS, in which
the legal/institutional framework of each country is
reviewed for suitability with the Inter-American
Convention against Corruption as well as the objective
results achieved therein. The incorporation of on-site
visits as a stage and integral part of the MESICIC
review process represents an innovative and pioneering
initiative in the context of the OAS, especially for a
peer review mechanism and the importance of the issues
it addresses.
