OAS STATES AGREE ON MEASURES TO STRENGTHEN LEGAL HEMISPHERIC COOPERATION AGAINST CYBER-CRIME

Authorities and government experts from the Member States of the Organization of American States (OAS) with responsibilities in legal cooperation against cyber-crime, gathered at the OAS Headquarters on February 6 and 7, 2012, during the Seventh Meeting of the Working Group on Cybercrime of the REMJA process (Meetings of Ministers of Justice or Other Ministers or Attorneys General of the Americas), in order to strengthen and consolidate hemispheric legal cooperation in the prevention and fight against cyber-crime.

The opening session of this meeting was attended by the OAS Secretary General, Jose Miguel Insulza, who in his remarks to the participants, highlighted the major progress made in hemispheric legal cooperation against cyber-crime in the context of that Group and REMJA and referred to some of the challenges of cooperation in this field, both legal, as well as with respect to specialization, training and assistance.

Similarly, the OAS General Secretariat, through the Department of Legal Cooperation of the Secretariat for Legal Affairs, presented, as part of the proceedings of this Seventh Meeting, an analysis of the status of the hemispheric legal cooperation in relation to cyber-crime and developments taking place within the framework of the OAS/REMJA, that reflected, inter alia, the Inter-American Cooperation Portal on Cyber-Crime and the information exchange Network between the central authorities for cooperation and mutual assistance.

The Working Group also had the opportunity to hear presentations by representatives of the Council of Europe and other international experts as part of the commitments assumed in past meetings, with respect to the continued strengthening of information exchange and cooperation with other international organizations and agencies in cyber-crime. Likewise, the meeting was attended by representatives of Yahoo! Inc. and Microsoft Corp., who individually referred to important aspects of cooperation between public authorities and the private sector in this area.

After finishing its proceedings, the Working Group adopted a set of recommendations to strengthen and consolidate hemispheric legal cooperation in preventing and combating cyber-crime, which will be considered by the Ministers of Justice and Attorneys General of the Members States of the OAS in the framework of REMJA IX, to be held in San Salvador, El Salvador, in the second half of 2012.
