OBSERVATIONS: For each State ratifying or acceding to the Convention after the deposit of the second instrument of ratification, the Convention shall enter into force on the thirtieth day after deposit by such State of its instrument of ratification or accession.

B-53: INTER-AMERICAN CONVENTION ON THE INTERNATIONAL RETURN OF CHILDREN


1.- Venezuela

Venezuela expressed a reservation regarding Article 34. 


2.- Paraguay

Paraguay designated the General Directorate for the Protection of Minors, an office of the Ministry of Justice and Labor, as the Central Authority responsible for complying with the obligations imposed by the
Convention on the States Party, in accordance with Article 7 of the Convention.

On December 23, 2003, Paraguay designated the "Dirección de Asuntos Legales" of the Ministry of Foreign Affairs as the central authority for the Inter-American Convention on the International Return of Children

On June 23, 2021, Paraguay informed the depository on the designation of Dirección de Asuntos Internacionales - Ministerio de la Niñez y Adolecencia as the central authority regarding Inter-American Convention on International Return of Children.  


3.- Venezuela

Venezuela designated the Ministry of Foreign Affairs as its Central Authority, in accordance with Article 7 of the Convention.

4.- Argentina
 
Argentina designated the Ministry of Foreign Affairs, International Trade and Worship -
General Directorate of Legal Affairs - as the central authority under the provisions
of Article 7.II of the Convention.

On May 23, 2008, Argentina informed the depository on the designation of the Ministry of Foreign Affairs, International Commerce and Worship / Directorate-General for Legal Affairs as the central authority

On  April 26, 2022, the Permanent Mission of Argentina to the OAS informed the depositary of the designation of Aldana Rohr, Director of the Directorate of International Legal Assistance (DAJIN) as the central authority for the purposes of the Convention..


5.- Mexico

On August 5 , 2021, Mexico informed the depository on the designation of the Secretaría de Relaciones Exteriores as the central authority for the Inter-American Convention on the International Return of Children.

6.- Ecuador:

Designation of Central Authority

On January 13, 2005, the Government of Ecuador appointed the following central authority in regards of the Inter-American Convention on the International Return of Children:

On July 13, 2012, Ecuador informed on the designation of the "abogado Jorge Luis Cáceres - Consejo Nacional de la Niñez y Adolescencia (CNNA)" as the Central Authority for the purpose of the Inter-American Convention on Support Obligations, the Inter-American Convention on International Traffic in Minors and the Inter-American Convention on the Return of Children.


7.- Bolivia:

 Designation of Central Authority

On January 13, 2005, Bolivia appointed the following central authority in
regards of the Inter-American Convention on the International Return of
Children:

On April 21, 2016, the Plurinational State of Bolivia reported on the designation
of the "Dirección General de Asuntos Jurídicos, Ministerio de Relaciones Exteriores"
as the central authority for the Inter-American Convention on International Return of Children.

On February 3, 2021, the Plurinational State of Bolivia informed the depository
on the designation of the central authority with contact information regarding the Inter-American
Convention on Letters Rogatory, the Inter-American Convention on Mutual Assistance in Criminal Matters
and the Inter-American Convention on the International Return of Children. 


8.- Antigua and Barbuda:

Designation of Central Authority

On May 31, 2005, Antigua and Barbuda designated the office of the Attorney
General as the central authority under the Inter-American Convention on the
International Return of Children. 


9.- Nicaragua:

Designation of Central Authority

On June 7, 2005, Nicaragua appointed the Consejo Nacional de Atención y Protección Integral a la Niñez y la Adolescencia (CONAPINA) as the central authority responsible for the compliance of the obligations established in the Inter-American Convention on the International Return of Children, according to article 7.

On August 13, 2009, Nicaragua appointed the Ministerio de la Familia, Adolescencia y Niñez de la República de Nicaragua  as the central authority responsible for the compliance of the obligations established in the Inter-American Convention on the International Return of Children. 10.- Colombia:

Designation of Central Authority

On March 10, 2009, Colombia informed the depository of the designation of the Instituto Colombiano de Bienestar (ICBG) as its Central Authority responsible for the compliance of the obligations established in the Inter-American Convention on the International Return of Children, according to article 7.

11.- Brazil:

Designation of Central Authority

On October 23, 2020, Brazil informed the depository on the designation of Autoridade Central Administrativa Federal as the new authority for the Inter-American Convention on the International Return of Children of 1989.

12.- Uruguay:

On September 27, 2021, Uruguay informed the depository on the designation of the Autoridad Central de Cooperación Jurídica Internacional as the central authority. 


13.- Peru:

On August 11, 2008, Peru informed the depository on the designation of Ministerio de la Mujer y Desarrollo Social (MINDES) as the central authority in regards to the Inter-American Convention on the International Return of Children.
