REPORT OF THE SECOND MEETING OF MINISTERS OF EDUCATION OF CIDI

(Adopted at the fourth plenary session held on June 4, 2002) 

            The GENERAL ASSEMBLY, 

            HAVING SEEN resolution CIDI/RES. 122 (VII-O/02) “Report of the Second Meeting of Ministers of Education of CIDI”; 

RECALLING: 

            That the Heads of State and Government, gathered together at the Third Summit of the Americas, charged the OAS with organizing, within the framework of the Inter-American Council for Integral Development (CIDI), a Meeting of Ministers of Education, to be held in Uruguay before the end of 2001, with the mandate of identifying and initiating appropriate hemispheric mechanisms for ensuring implementation of the education initiatives contained in the Plan of Action of Quebec City; 

            That CIDI agreed to hold the Second Meeting of Ministers of Education of CIDI in Punta del Este, Uruguay, on September 24-25, 2001; 

            That the General Assembly instructed the General Secretariat, through the Social Development and Education Unit and in conjunction with the Executive Secretariat for Integral Development (SEDI), to give the Ministers of Education full technical and secretarial support for the preparatory and follow-up meetings on the education mandates of the Second and Third Summits of the Americas, as set forth in resolution AG/RES. 1810 (XXXI-O/01); 

CONSIDERING: 

            That on September 24-25, 2001, the Second Meeting of Ministers of Education of CIDI was held in Punta del Este, Uruguay, with the technical and secretarial support of the Social Development and Education Unit and the Unit for Cooperation Policy of the Executive Secretariat for Integral Development (UPC/SEDI); 

            That at that meeting the Ministers of Education acknowledged the progress made in pursuit of the education mandates of the Second Summit of the Americas, agreed to develop and implement projects for underscoring the five key education themes of the Declaration of Quebec City, and resolved to empower the mechanism for following up on the education mandates of the Summits of the Americas; 

            That at that meeting the Ministers of Education also adopted resolution No. 7 on “Follow-up Mechanisms,” in which they instructed the G-11 coordination group to draw up a draft plan for creating the Inter-American Committee on Education in the terms set forth in the aforesaid resolution, and that they asked the General Secretariat to submit that draft plan for creating the Inter-American Committee on Education, once it had been drawn up, for consideration by all the Ministers of Education with a view toward its approval; 

            That also at that meeting, the Ministers of Education stated their decision to make a contribution, from the sphere of education, to strengthen knowledge, values, and attitudes that promote the acknowledgement of diversity, tolerance and mutual respect, non-violence, the values of justice and social equality, cooperation, and solidarity among peoples, as set forth in the “Declaration against Violence”; and 

            That the Social Development and Education Unit of the General Secretariat, in its capacity as the Technical Secretariat of the Meeting of Ministers of Education, drew up the Final Report of the Meeting as well as a Summary Report thereof, 

RESOLVES: 

            1.         To note, with great satisfaction, the Final Report of the Second Meeting of Ministers of Education of CIDI, along with the declarations and resolutions adopted thereat. 

            2.         To congratulate and thank the Government of Uruguay for its efforts in organizing and hosting the Second Meeting of Ministers of Education of CIDI. 

            3.      To ask the General Secretariat, through the Social Development and Education Unit (UDSE) and the Executive Secretariat for Integral Development (SEDI), to continue supporting the activities of the Education Ministries in following up on the education commitments of the Summits of the Americas, in compliance with resolutions CIDI/RME/RES. 7 (II-O/01) “Follow-up Mechanisms” and CIDI/RME/RES. 6 (II-O/01) “Project Proposals in the Field of Education” of the Second Meeting of Ministers of Education of CIDI. 

            4.      To approve the creation of the Inter-American Committee on Education and to instruct the Permanent Executive Committee of CIDI (CEPCIDI), once the proposal prepared by the G-11 coordinating group and the draft regulations of the Committee have been analyzed and agreed upon by the Education Ministries of the member states, to set up that Committee and to provisionally adopt its regulations ad referendum of the next regular or special meeting of CIDI.
