REPORT OF THE XII INTER-AMERICAN CONFERENCE OF MINISTERS OF LABOR

(Adopted at the fourth plenary session held on June 4, 2002) 

            THE GENERAL ASSEMBLY, 

            HAVING SEEN resolution CIDI/RES. 121 (VII-O/02) “Report of the XII Inter-American Conference of Ministers of Labor”; 

TAKING INTO ACCOUNT: 

            That the XII Inter-American Conference of Ministers of Labor was held as planned on October 17 to 19, 2001, in Ottawa, Canada; 

            That the XII Inter-American Conference of Ministers of Labor adopted resolution TRABAJO/doc.36/01 rev. 2 corr. 1, Declaration and Plan of Action of Ottawa, which looked ahead to holding the XIII Conference in Rio de Janeiro, Federative Republic of Brazil in 2003, and called for the support of the Technical Secretariat of the OAS for implementation of the Plan of Action and the functioning of the working groups; and 

            That the same Conference also adopted resolutions TRABAJO/RES. 1, 2, 3, in support of the continuation and strengthening of the activities of the SISMEL project concerning information on labor markets; support for the peace process in Colombia; and on the pronouncement of the Inter-American Conference of Ministers of Labor against international terrorism, respectively; 

CONSIDERING: 

            That at the Third Summit of the Americas, celebrated in Quebec City, the Heads of State and Government reaffirmed the fundamental importance of the Inter-American Conference of Ministers of Labor; supported the preparatory process for the Twelfth Conference in 2001, and directed ministers to build upon the Viña del Mar declaration; and 

            That the General Secretariat, through the Social Development and Education Unit, in its capacity as Technical Secretariat for the Conference, prepared at that time the Final Report of the Meeting as well as a Summary Report on the Meeting, 

RESOLVES: 

            1.         To thank the Government of Canada for its efforts in organizing and conducting the XII Inter-American Conference of Ministers of Labor. 

            2.         To take note of the Final Report of the XII Inter-American Conference of Ministers of Labor and thank the General Secretariat for the documented report. 

            3.         To accept the generous offer of the Government of Brazil to serve as the site for the XIII Inter-American Conference of Ministers of Labor, in Rio de Janeiro, in October 2003. 

            4.         To instruct the General Secretariat, through the Social Development and Education Unit, in its capacity as Technical Secretariat and the Executive Secretariat of CIDI, to continue supporting the process of meetings of the Inter-American Conference of Ministers of Labor. 

            5.         To instruct the General Secretariat, through the Inter-American Agency for Cooperation and Development and the Social Development and Education Unit, to undertake efforts to identify new resources to support the development of multilateral projects of member states on the themes presented in the mandates of the Third Summit of the Americas, the Strategic Plan for Partnership for Development 2002-2005, and the Declaration and Plan of Action of Ottawa and its Working Groups emanating from the XII Inter-American Conference of Ministers of Labor.
