FINANCING OF THE COMMON MARKET OF SCIENTIFIC AND TECHNOLOGICAL KNOWLEDGE PROGRAM FOR FOLLOW-UP AND SUPERVISION OF THE ACTIONS RECOMMENDED BY
THE MINISTERS OF SCIENCE AND TECHNOLOGY

(Resolution adopted at the eighth plenary session, held on June 7, 1996)

THE GENERAL ASSEMBLY,

HAVING SEEN the Declaration of Cartagena and the Plan of Action adopted at the Hemispheric Meeting of Ministers of Science and Technology; and

CONSIDERING:

That the Plan of Action adopted at the Summit of the Americas recommends that governments "convene a meeting of ministers responsible for science and technology in the Hemisphere within the next year to assess progress and to promote the Bolivar Program and the OAS Common Market of Scientific and Technological Knowledge (MERCOCYT) program";

That the Plan of Action adopted by the ministers responsible for science and technology recommends that, in order to ensure follow-up and supervision of the actions and recommendations set forth therein, the ministers request the Permanent Committee of MERCOCYT to set up an executive committee to implement these recommendations; and

That in that Plan of Action the ministers request the Secretary General of the Organization of American States to consider providing the necessary resources to the Technical Secretariat of MERCOCYT, located in the Office of Scientific and Technological Affairs of the General Secretariat, so that it may fulfill its new responsibilities,

RESOLVES:

1. To support the Plan of Action adopted by the ministers responsible for science and technology.

2. To recommend to the Permanent Executive Committee of the Inter-American Council for Integral Development (CEPCIDI) that it identify, within existing appropriations for the Inter-American Council for Integral Development (CIDI), the resources needed for follow-up and supervision of the activities recommended by the ministers.

3. To instruct the General Secretariat to support the Permanent Committee of the Common Market of Scientific and Technological Knowledge (MERCOCYT) in establishing the executive committee responsible for implementing the recommendations of the Meeting of Ministers.

4. To request CIDI to present, through CEPCIDI, to the General Assembly at its twenty-seventh regular session a report on the implementation of this resolution.
