AUTHORIZATION FOR THE PERMANENT COUNCIL TO ADOPT AND IMPLEMENT THE RECOMMENDATIONS ON BUDGETARY PROCEDURES

(Resolution adopted at the first plenary session, held on January 29, 1996)

THE GENERAL ASSEMBLY,

HAVING SEEN the Report of the Permanent Council on the Authorization for the Permanent Council to Adopt and Implement the Recommendations on Budgetary procedures (AG/doc.6/96), the Note of the Secretary General related to the carry-over of Appropriations from one fiscal period to the next (CP/doc.2670/95), and the document entitled "Considerations on the Formulation, Approval, Execution, and Control of the Program-Budget" (CP/doc.2665/95);

CONSIDERING that resolution AG/RES. 1232 (XXIII-O/93) instructed the Permanent Council to initiate, in coordination with the General Secretariat, a study on procedures that should be adopted for improved preparation, execution, and review of the program-budget of the organization, to consider as well a study of financing mechanisms and procedures for the Organization, and to report to the twenty-fourth regular session of the general Assembly on progress achieved, and

BEARING IN MIND that resolutions AG/RES. 1274 (XXIV-O/94) and AG/RES.1320 (XXV-O/95) extended the mandate given to the Permanent Council,

RESOLVES:

1. To instruct the Permanent Council to review the new budgetary procedures recommended to it by the Committee on Administrative and Budgetary Affairs.

2. To authorize the Permanent Council to adopt new budgetary procedures and the corresponding modifications to the General Standards based on that review.
