International Conference on
“Cybercrime: A Global Challenge, A Global Response”

Introduction:
This conference is an initiative of the
Council of Europe and the Government
of Spain (Ministry of Justice), in cooperation with the
Organization of American States (OAS).
Background:
The conference is organized within the framework of the conclusions adopted
by the REMJA(s), which at their April, 2004 meeting held in Washington, D.C., called upon their respective governments
to “evaluate the advisability of implementing the principles of the Council of Europe Convention on Cybercrime
(2001) and consider the possibility of acceding to that Convention”
Purpose:
The purpose of the event was to familiarize the countries with the process of
accession to the Convention on Cybercrime (ETS 185), as well as the technical and legal requirements that result
from compliance with the Convention.
Participants:
All of the Member States of the Council of Europe and of the Organization States
were invited, as well as Parliamentarians and representatives of the private sector.
Place and Date:
The Conference was opened by the Minister of Justice of Spain, Juan Fernando
Lopez Aguilar, on December 12, 2005 at 9:30a.m.
Workplan:
The workplan for this event centered around the following five thematic areas:

The Convention against cybercrime in domestic legislation.

Investigative tools to combat cybercrime.

Partnership between the private and public sectors: the key to success.

The increasing and evolving threat of cybercrime.
-
Becoming a Party to the Convention.
