SPECIAL PROGRAM OF SUPPORT TO COUNTRIES AFFECTED BY "El NIŅO"
(Resolution adopted at the fourth plenary session, held on June 6, 2000)
THE GENERAL ASSEMBLY,
HAVING SEEN:
The Charter of the Organization of American States, in particular, Articles 93, 94, and 95;
The Declaration of Santiago, adopted at the Second Summit of the Americas; the Declaration and Strategic Plan of Action of Miami on Disaster Reduction and Sustainable Development; resolutions AG/RES. 1584 (XXVIII-O/98) and AG/RES. 1676 (XXIX-O/99), "Special Program of Support to Countries Affected by El Niņo," on the participation of the Organization, within its capacity, in preventing, reducing, and mitigating the effects of "El Niņo" in the member states; and
The Report of the Inter-American Committee on Natural Disaster Reduction (IACNDR)the principal OAS forum for natural disaster-related issuescontained in document CP/doc.3324/00; and
CONSIDERING:
That member states attach particular importance to the role of international organizations in preventing, mitigating, and reducing the effects of disasters in member states as a humanitarian, economic, and social duty;
That cyclical southern oscillation phenomenon known as "El Niņo" has had profound and disastrous effects on the Americas, particularly the coastal countries of the South Pacific Ocean;
That it is necessary to strengthen and contribute to national efforts in affected countries to forecast the phenomenon and mitigate its negative social, economic, and environmental effects;
That the United Nations is making efforts to deal with the "El Niņo" phenomenon; and
That the World Meteorological Organization published a retrospective study of the impact of "El Niņo" and "La Niņa" during 1997-1998, which was distributed during the 54th session of the UN General Assembly,
RESOLVES:
- To reiterate the call made to the member states, agencies, and organizations of the inter-American system, in particular the Inter-American Development Bank (IDB), the Inter-American Institute for Cooperation on Agriculture (IICA), and the Pan American Health Organization, as well as nongovernmental organizations (NGOs) involved in this area, to intensify their cooperation with efforts aimed at preventing, reducing, and repairing the damage caused by "El Niņo."
- To express its satisfaction with the efforts of the affected countries to repair the damage caused by "El Niņo."
- To support the work being done by the United Nations to prevent, mitigate, and repair the damage caused by "El Niņo," as well as the efforts of a number of regional organizations, among them the Permanent Commission for the South Pacific.
- To transmit this resolution to the Secretary General of the United Nations for informational purposes.
