INTER-AMERICAN SPECIALIZED CONFERENCE ON TERRORISM
Lima, Peru, 23-26 April, 1996

In accordance with article 49 of the Rules of Procedure of the Inter-American Specialized Conference on Terrorism, held in Lima, Peru April 23-26, 1996, the General Secretariat is hereby publishing the Final Report of the aforesaid Conference in the four official languages of the Organization.

In due course, the General Secretariat will issue a publication containing the minutes and documents of the Conference, including the minutes of the committee meetings and the plenary sessions of the Conference, the reports of the Rapporteurs, the drafts submitted, the speeches delivered at the plenary sessions, and other pertinent documents.

The Inter-American Specialized Conference on Terrorism arose out of the Plan of Action of the Summit of the Americas, in which the heads of state and government referred to elimination of "the threat of national and international terrorism" and expressed their desire that the governments of member states convene a special OAS conference on the prevention of terrorism.

To that end, through resolution AG/RES. 1350 (XXV-O/95), the General Assembly held in Montrouis, Haiti resolved:

On February 8, 1995, the Committee on Political and Juridical Affairs of the Permanent Council of the OAS established a Working Group on Terrorism to study the topic from the different perspectives developed at the Organization:

At its meeting on July 13, 1995, the Permanent Council considered and accepted the offer of the Peruvian Government to host the Inter-American Specialized Conference on Terrorism (CP/doc.2617/95).

Later, on December 6, 1995, the Council considered the note of the Permanent Mission of Peru proposing dates for the Inter-American Specialized Conference on Terrorism (CP/doc.2660/95), and decided that it would be held from April 23 to 26, 1996.

The Council also considered the report of the Committee on Juridical and Political Affairs on holding a preparatory meeting for the Inter-American Specialized Conference on Terrorism (CP/doc.2663/95), and decided in its resolution CP/RES. 662 (1054/95):

On behalf of the General Secretariat, the Secretariat for Legal Affairs prepared the technical and background papers and provided the Working Group and the Preparatory Meeting with secretariat services.

At its meeting on December 5, 1995, the Working Group approved the preliminary draft agenda. On February 23 of the same year, the Working Group considered and approved the draft schedule of the Inter-American Specialized Conference on Terrorism (CP/CAJP-1074/96) and the draft rules of procedure of the Conference [CP/RES. 675 (1063/96)].

As decided by the Permanent Council in the aforementioned resolution CP/RES. 662, the Preparatory Meeting of the Inter-American Specialized Conference on Terrorism was held from February 27 to 29, 1996.

The Preparatory Meeting was attended by experts designated by the member state governments. The following matters were addressed:

The draft agenda of the Inter-American Specialized Conference on Terrorism was approved without amendments by the Preparatory Meeting. In addition, the Preparatory Meeting approved the draft.

As decided by the Preparatory Meeting, the Working Group on Terrorism considered the paragraphs still to be approved in the preliminary draft Plan of Action on Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism.

Finally, at its special session on February 13, 1996, the Permanent Council approved the resolutions regarding the agenda and rules of procedure of the Inter-American Specialized Conference on Terrorism, in accordance with the provisions of article 128 of the Charter of the Organization of American States, and took note of the Report submitted by the Chair of the Working Group on the results of the Preparatory Meeting.

The General Secretariat was represented by Dr. Hernán Hurtado, the Assistant Secretary General's chief of staff, and by Enrique Lagos, Director of the Department of Development and Codification of International Law of the Secretariat for Legal Affairs.

An exchange of notes between the Government of Peru and the General Secretariat of the Organization of American States, dated March 20 and April 16, 1996, served to establish the respective contributions of the General Secretariat and of the Government of Peru to ensure a well-run Conference.

The Inaugural Session of the Conference was held in the Sheraton Hotel, Lima, Peru at 9:30 a.m. on April 23, 1996. It was chaired by the Peruvian Minister of Foreign Affairs, Dr. Francisco Tudela and addressed by Ambassador Christopher R. Thomas, the Assistant Secretary General of the Organization of American States, and Embassador Beatriz Ramacciotti, Peru's Permanent Representative at the OAS.

In accordance with article 17 of the rules of procedure of the Conference, the heads of delegations reached agreements regarding: election of the Chair and Vice Chair, approval of the rules of procedure, approval of the agenda, the work to be done by Committees I and II, and the tasks allotted to the Committee on Credentials and the Style Committee.

The Minister of Foreign Affairs of Peru, Dr Francisco Tudela, was acclaimed Chairman of the Conference. Minister Raúl Montenegro, head of the delegation of Panama, was acclaimed Vice Chairman.

The order of precedence of the delegations attending the Conference was established by the Permanent Council at its meeting on April 10, 1996 (CEITE/doc.4/96).

The Conference approved without amendments the agenda established for it in document CEITE/doc.2/96 rev. 1.

The Conference approved without amendments the draft rules of procedure drawn up by the Permanent Council [CP/RES. 675 (1063/96)].

Pursuant to article 35 of the rules of procedure, during its Inaugural Session the Conference decided to form two Working Committees, to be known as Committee I and Committee II. The first of these Committees was allocated item II of the agenda: "Regional Cooperation to Prevent and Eliminate Terrorism". Committee II was assigned item III on the Agenda: "Political and Juridical Developments to Prevent and Eliminate Terrorism".

The Committee on Credentials comprised the following delegations: Chile, Guatemala, and Paraguay.

The Style Committee was made up of delegations from Brazil, Canada, United States, and Mexico, thereby covering the four official languages of the Conference in keeping with article 41 of the rules of procedure.

The Conference held two plenary sessions to listen to overall summaries of the situation by heads of delegation and the Declaration and Plan of Action referred to in Section II of this Final Report were approved.

The Closing Session took place on Friday, April 26, 1996 at 9:00 a.m.. It began with the Chair, and Minister of Foreign Affairs of Peru, Dr. Francisco Tudela, inviting delegations taking part in the Conference to sign the Declaration, the Plan of Action, and other agreements reached.

The Conference then listened to speeches delivered by the Secretary General of the Organization of American States, Dr. César Gaviria, and by the President of Peru, Alberto Fujimori. Immediately afterwards, the Chairman declared the Conference closed.

As a product of the deliberations recorded in the minutes of the plenary sessions and those of Committees I and II and other documents, the Inter-American Specialized Conference on Terrorism adopted the "Declaration of Lima to Prevent, Combat, and Eliminate Terrorism", the "Plan of Action on Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism", and other recommendations on various topics reviewed by the Conference.
