FRAMEWORK TREATY ON DEMOCRATIC SECURITY IN CENTRAL AMERICA AND
AGREEMENT SIGNED BY ARGENTINA, BRAZIL, AND PARAGUAY

(Adopted at the second plenary session, held on April 26, 1996)

THE INTER-AMERICAN SPECIALIZED CONFERENCE ON TERRORISM

RESOLVES:

To note, with satisfaction, the "Framework Treaty on Democratic Security in Central America", signed by Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama, and the Agreement signed by Argentina, Brazil and Paraguay, which were distributed as Conference documents (CEITE/Com.1/doc.2/96) and which constitute examples of subregional coordination to prevent acts of terrorism, in accordance with item 13 of the Plan of Action adopted by this Specialized Conference.

 FOLLOW-UP ON MEASURES RECOMMENDED IN THE DECLARATION
OF LIMA TO PREVENT, COMBAT, AND ELIMINATE TERRORISM AND THE
PLAN OF ACTION ON HEMISPHERIC COOPERATION TO PREVENT, COMBAT,
AND ELIMINATE TERRORISM

(Adopted at the second plenary session, held on April 26, 1996)

THE INTER-AMERICAN SPECIALIZED CONFERENCE ON TERRORISM,

TAKING AS A BASIS the Declaration of Lima to Prevent, Combat, and Eliminate Terrorism and the Plan of Action on Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism; and

CONSIDERING the importance and the necessity of making significant progress in implementing the measures recommended in the Declaration of Lima to Prevent, Combat, and Eliminate Terrorism and the Plan of Action on Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism,

RESOLVES:

To recommend to the General Assembly of the Organization of American States that it consider appropriate ways and means to follow up on the measures recommended in the Declaration of Lima to Prevent, Combat, and Eliminate Terrorism and the Plan of Action on Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism, adopted at the Inter-American Specialized Conference on Terrorism.

SOLIDARITY WITH PARAGUAY

(Adopted at the second plenary session, held on April 26, 1996)

THE INTER-AMERICAN SPECIALIZED CONFERENCE ON TERRORISM,

CONSIDERING:

That it has been apprised of the seditious actions of a faction of the Paraguayan Armed Forces bent on disrupting the democratic institutional order of the present Government of the country; and

That, deeply concerned over the situation affecting Paraguay, the delegations have expressed their full support for the steps taken by the legitimately constituted government; and

BEARING IN MIND that it has endorsed the views expressed by the Foreign Minister of Peru, Francisco Tudela, concerning the current situation in Paraguay,

RESOLVES:

1. To express its solidarity with the sister country of Paraguay with regard to the preservation of institutional order and democratic stability.

2. To convey to His Excellency, the Constitutional President of the Republic of Paraguay, Juan Carlos Wasmosy Monti, its full solidarity.

ATTEMPT ON THE LIFE OF THE PRESIDENT
OF THE REPUBLIC OF HONDURAS

(Adopted at the second plenary session, held on April 26, 1996)

THE INTER-AMERICAN SPECIALIZED CONFERENCE ON TERRORISM,

CONSIDERING that on March 26, 1996, the President of Honduras, Mr. Carlos Roberto Reina, suffered yet another terrorist attack, which this time damaged his private residence; and

BEARING IN MIND that such a terrorist act violates the most basic human rights and seeks to undermine the democratic system in force in the Republic of Honduras;

RESOLVES to reiterate its strong condemnation of the terrorist attack on the Constitutional President of Honduras, Mr. Carlos Roberto Reina.

VOTE OF THANKS TO THE GOVERNMENT AND THE PEOPLE OF PERU

THE INTER-AMERICAN SPECIALIZED CONFERENCE ON TERRORISM

RESOLVES:

1. To express its most heartfelt appreciation to the Government and the people of Peru for their outstanding cooperation, which ensured the success of the Conference, and for the numerous kindnesses and courtesies extended and facilities provided to the delegations and to the General Secretariat of the Organization of American States.

2. To thank in particular the Peruvian staff for their participation in the work of the Conference.

OF THE PERMANENT COUNCIL OF THE OAS

THE INTER-AMERICAN SPECIALIZED CONFERENCE ON TERRORISM

RESOLVES to express its appreciation to the distinguished Ambassador and Permanent Representative of Peru to the Organization of American States, Ms. Beatriz Ramacciotti, for her efforts during the preparatory phase of the Conference, as Chair of the Working Group on Terrorism of the Committee on Juridical and Political Affairs of the Permanent Council, and for her work in organizing and holding said Conference.
