Le droit à l’identité civile
Actuellement, plus de 10 % des enfants nés en Amérique latine et dans les Caraïbes n’ont pas d’existence légale, car leurs naissances n’ont jamais été enregistrées. Sans preuve de leur identité, ces enfants ne pourront pas accéder aux droits et services que fournit l’État. Le Programme d’universalisation de l’identité civile dans les Amériques (PUICA) de l’OEA a pour objectif l’enregistrement de tous les enfants nés dans la région afin de garantir la reconnaissance de leur droit à l’identité.
