Hemispheric Security at the OAS General Assembly

"The OAS' role in the national development of most member states has been an outstanding example of cooperation which is not often visible.

Countries are now being threatened by persons who are involved in nefarious activities including, for example, the trafficking of illegal drugs, arms trafficking,  and money laundering. Some persons have access to resources that are illegally gained and which far exceed the resources of some governments in our region.

The issue of the security of small states needs to be put on the broader regional and global agenda to allow our partners to understand and appreciate the difficulties that a small state has to confront.

The whole concept of democracy will be very relevant and evident when you come to Barbados for the General Assembly.

We must continue to promote the idea that the OAS has played and has a role to play in the national development, beyond the limited focus of security and democracy issues.

Not only shall we be looking at the hemispheric security, but we shall be looking at the Democratic Charter, the Role of the OAS in Free Trade and Democracy.

It (i.e. the dialogue of Ministers) will help strengthen the capacity of the Secretary General and the Secretariat to fulfill the converging mandates of our Heads of Government at the Summit of the Americas and of the Ministers of Foreign Affairs at the General Assembly."

on Fulfilling Mandates 

"I do not believe that we can really fulfill all converging mandates (Plan of Action of Quebec) from the Summit of the Americas and the General Assembly with the type of financial resources that the Organization has at its disposal."

"We cannot suffer from the ostrich syndrome and think that the problems of financing the organization will go away. We have been confronted by a declining budget of the Regular Fund since 1982 even though the mandates have been increasing."

On-line Forum on Cultural Diversity

The Unit for Social Development, Education and Culture at the OAS has launched an on-line forum to foster dialogue with the civil society on cultural diversity in the hemisphere. This represents a continuation of the Unit's initiative to promote a space for interactive dialogue and welcomes the participation of all those working in the cultural field or with issues related to cultural diversity in the hemisphere.

This issue's discussion responds to the need for reflection and exchange of critical experiences that support the commitments assumed by our heads of state at the Third Summit of the Americas to "discuss cultural diversity with a view to deepening hemispheric cooperation on this issue, and to establish more dynamic and effective cooperation among our countries."
