Delivering the Benefits of Democracy

During three days of intense debate, foreign ministers from the 34 countries of
the Organization of American States (OAS) talked about how to act more
effectively to prevent political crises in the region and continue building on
the commitments established in the
Inter-American Democratic Charter. The debate
was timely and relevant. In fact, as the OAS
General Assembly met in Fort
Lauderdale, President Carlos Mesa of Bolivia resigned his post, and Nicaraguan
authorities asked for help to prevent an escalation of problems. In both cases,
the General Assembly offered OAS support to promote dialogue and strengthen
democratic institutions.
In the final
Declaration of Florida: Delivering the Benefits of Democracy, the
General Assembly called on the
Secretary General to consult with the
Permanent
Council and propose "timely, effective, balanced, gradual initiatives" to
address situations that might undermine democratic institutions or the rule of
law. It reaffirmed the Secretary General's authority to bring to the attention
of the Permanent Council situations that might require action under the terms of
the
OAS Charter and the Inter-American Democratic Charter.
Altogether the OAS General Assembly adopted
some 90 resolutions covering a wide
range of topics, including democracy, human rights, the role of civil society,
free trade, conflict resolution, hemispheric security and other issues.
