Ambassador John F. Maisto, Permanent Representative of the United States to the OAS at the Signing Ceremony of the Agreement to Host the 2005 OAS General Assembly

This is truly a very important moment in history for the peoples of the Americas. The citizens of our Hemisphere embrace democracy as the best form of government, and have reasonable expectations that it will deliver a better quality of life.

The theme of this General Assembly - Delivering the Benefits of Democracy -- speaks to this challenge. Free elections are only the beginning for consolidating democracy.
