"Delivering the Benefits of Democracy" will be the focus for the XXXV OAS

Ambassador John F. Maisto, Permanent Representative of the United States to the
OAS at the Signing Ceremony of the Agreement to Host the 2005 OAS General
Assembly
This is truly a very important moment in history for the peoples of the
Americas. The citizens of our Hemisphere embrace democracy as the best form of
government, and have reasonable expectations that it will deliver a better
quality of life.
The theme of this General Assembly - Delivering the Benefits of Democracy --
speaks to this challenge. Free elections are only the beginning for
consolidating democracy. Today's democratically elected leaders must make
democracy work by providing their people the tools and extending opportunity to
improve their lives and contribute to the common good. Elected leaders must
govern democratically and respect essential elements of democracy as spelled out
in the
Inter-American Charter.

Miguel Insulza as Secretary General of the OAS

The positive solidarity in support of democracy called for in the
Inter-American Democratic Charter and sought
urgently by some of our member states – and which I firmly believe is in the
common interest of all our countries – is severely hampered by limited
resources.

(...) building on existing foundations and developing this hemispheric
