process. Many thought that they could have had positive results
from steps taken in the past with the guerillas and,
unfortunately, for the Colombians and for all of us who feel the
same about Colombia, these mediations failed.

Promotion of Democratic Culture through Education
On April 12 and 13, the OAS Permanent Council
convened in special session to discuss how formal and informal educational processes promote a democratic culture in the Americas.
The special session was attended by Ministers of Education and
distinguished experts in the field
Efforts should be made “to incorporate principles of the
Inter-American Democratic Charter into our educational programmes
in accordance with the laws of each country.” Hazel Manning,
Trinidad and Tobago’s Minister of Education and First Vice-Chair
of the Inter-American Committee on Education
