X Inter-American Meeting of Electoral Authorities
During November 19th and 20th the X Inter-American Meeting of Electoral Authorities took place in Rio de Janeiro, Brazil. This meeting was attended by more than 50 officials and representatives of electoral bodies from 22 countries of the region that discussed electoral reforms, campaign financing and the use of social networks in electoral processes. The MACCIH met with state authorities and representatives of civil society of Honduras from 21 to 23 October 2015 in Washington Americas Digital Information System (ADIS) DECO deployed simultaneously 3 Electoral Observation Missions in the month of October
The meetings were held in order to determine the work that Honduras is carrying out in the fight against corruption and impunity. It included exchanges with officials from the Foreign Ministry of Honduras, the Ministry of Security, the Public Ministry, the Permanent Mission of Honduras to the OAS, the National Banks and Insurance Commission, the High Court of Auditors and the Supreme Court of Justice. Furthermore, the MACCIH met with civil society groups such as the Association for a More Just Society (ASJ) and the Association of Judges for Democracy, to hear their views on the proposal presented on the 28th of September by Secretary General of the OAS, Luis Almagro, to the President of Honduras, Juan Orlando Hernandez.

After launching our in-house system for monitoring and analyzing digital open sources of information (ADIS) -- product of our continuous cooperation with the European Commission's Joint Research Centre -- on December 8-9th we hosted a mission by JRC's Action Leader Erik Van der Goot. We are happy to announce the kick off of the next phase in our collaboration: the development of early warning capabilities within ADIS. Within the context of the JRC's visit, we continued to expand horizontal cooperation with other areas of our Organization through a new workshop on the use of the tool. For more information or to request premium access, contact [email protected] On October 25th OAS deployed 3 Electoral Observation Missions with more than 230 observers in three sub regions of the continent: Central America, South America and the Caribbean. Observers were sent to Guatemala, Haiti and Colombia. It was the first time in more than 50 years of electoral observation that three EOMs operated in three countries on the same day.

The technical team of the MACCIH travels to Honduras during the week of November 9, 2015 OAS Mission highlighted civic spirit in Belize General Elections VI Latin American Democracy Forum- October 21-23, 2015
The technical team of the MACCIH socialized the objectives of the proposal with diverse political, economic and social actors in Honduras, with the aim of receiving valuable feedback on this important initiative.

The Mission deployed by the OAS was composed of 13 observers from 11 countries, that observed the elections in the six administrative regions of the country and visited 162 of the 225 polling stations.

SAIR organized the forum jointly with INE Mexico, was attended by panelists from 15 countries, and 1,500 participants under the theme democracy and citizenship. Francisco Guerrero, Secretary for Political Affairs, was responsible for the opening of the forum, while the Secretary General, Luis Almagro, was the one who closed the event.



Global Crisis Response Support Programme (GCRSP): OGP Global Summit Mexico- October 27-29, 2015 EOM/OAS in Paraguay congratulated electoral journey
Financed by the European Union, the human capacity building project for OAS and CARICOM continues to grow through new training in conflict analysis and early warning. Over 30 staffers from different technical areas of the General Secretariat, have received training. Having completed specialized courses on Open Source Information, Information Analysis and Reporting and Knowledge Management. A fourth workshop, on Scenarios Analysis, was carried out between Oct. 26th and 30th.

2200 people were present, including representatives of 66 States, members of civil society, businessmen, academics and journalists. SAIR organized together with ParlAmericas the panel "Regional Efforts toward Parliamentary Openness Reform", whose panelists were legislators from Paraguay, Peru, Costa Rica, Dominican Republic and Chile. EOM deployed 24 experts and international observers who visited 550 polling stations on the day of the election. The Mission highlighted the recognition of all actors of this electoral process to the work of the Supreme Electoral Court.

Desk-to-Desk UN/DPA OAS deployed a Mission for elections in Saint Vincent and the Grenadines MACCIH delegation held meetings with the Government of the Republic of Honduras on December 14, 2015
On December 14-15th the Unit for Prospective Political Analysis organized the 8th formal exchange with the United Nations Department for Political Affairs, strengthening the inter-institutional bonds and enriching the resources available for analysis. Some of the topics included: the Colombian peace process; the role of International Organizations in promoting dialogue; the strengthening of democratic institutions and rule of law (cases of Guatemala, Honduras, and El Salvador); relations between Haiti and the Dominican Republic; violence, drugs, and organized crime; the effect of new regional organizations in geopolitics, and; trends in politics and elections in 2015. The EOM/OAS was composed of 13 observers from 10 countries who observed the electoral process in 14 of the 15 constituencies of the country and visited 74% of the polling stations.

A delegation led by Steven Griner, Acting Director of the Department of Sustainable Democracy and Special Missions of the OAS, Katalina Montana, chief of the Unit for Dialogue and Mediation and other international experts was received by the Government of the Republic of Honduras on December 14 to agree and plan the details regarding the date to sign the Agreement, protocol activities, acts of signature and installation of the MACCIH in Honduras, scheduled for January 2016.

Between 6 and 9 October was held in Asunción, Paraguay XII Meeting of the Latin American and Caribbean Council for Civil Registration, Identity and Vital Statistics (CLARCIEV). The twelfth meeting was organized by the Civil Registry of Paraguay and the Program for Universal Civil Identity in the Americas (PUICA) Department for Effective Public Management of the OAS.

Electoral Observation Course First Meeting of the Inter-American Network of Cadastre and Land Registry Culture of Peace program
Between November 17th and December 4th, 1,022 citizens of 22 of the Member States of the Organization were trained in the basics and criteria of electoral observation of OAS; electoral observation procedures; and specialized methodologies applied in missions deployed by the Organization.

The meeting was organized by the DGPE / OAS as Technical Secretariat, the Codazzi (IGAC) and the Office of Civil Registration (SNR) of Colombia, the event which brought together 18 countries in the region aimed to improve practices national authorities cadastral and land registry of member states of the OAS. At the meeting, Colombia was elected as President of the Network and Panama, Peru, Mexico, St. Kitts & Nevis and Uruguay, as representatives of the subregions to the Executive Committee. The venue for the second meeting will be Panama in 2016.

Ninth Annual Meeting of the Network Gealc Successful Closing of the Eleventh Annual Conference of the RICG VI Meeting of the Working Group of American Electoral Law
Organized by the DGPE / OAS as Technical Secretariat and the IDB, the Ninth Meeting of the Electronic Government Network of Latin America and the Caribbean, Red Gealc was held at the Ministry of Foreign Affairs of Mexico. They involved 21 countries in Latin America and the Caribbean, along with representatives of multilateral agencies, governments and local officials invited. During the meeting Uruguay was reelected as president of the country and Brazil, Colombia, Chile, Guatemala, Haiti, Mexico and Dominican Republic as representatives of the subregions to the executive committee network.

During the meeting held on November 18th, the “Latin American Electoral Law Yearbook” was presented and impediments to submit nominations were discussed. Members of Electoral Court of Brazil, Chile, Costa Rica, Ecuador, El Salvador, Mexico, Dominican Republic, Panama and Peru attended this meeting.



The 2nd seminar on the modernization of the municipal management was held successfully Eighth Inter-American Electoral Seminar Open Call: Second edition of the OAS Fellowship on Open Government in the Americas
The Seminar gathered in the City of Sao Paulo more than 230 leaders of Latin America that debated on issues such as economy, governance, environment and quality of life.

Between October 5th and 9th the Eighth Inter-American Electoral Seminar took place in Mexico City. This eighth meeting was attended by 16 senior officials of the electoral bodies of Member States who discussed topics related to integrity during the election cycle.

DECO deployed a Technical Mission to Trinidad and Tobago Cooperation project of San Marcos community, December 2015 DECO organized a workshop for Lead Auditors on the ISO Electoral norm in Peru
During the week of November 16th, a Technical Mission was deployed to Trinidad and Tobago with the purpose of conducting an assessment to measure the feasibility to certify the electoral authority under ISO standards. The OAS Office in the Belize-Guatemala Adjacency launches the technical cooperation project in the San Marcos community December 2015. From the 26 to 29 of October, electoral officers participated in a three-day workshop in Lima designed to train lead auditors, both internal and external, on the norm ISO / 17582: 2014.
