Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

Cette question fait référence au chapitre III du Décret électoral traitant de la "Capacité électo-rale". L’article 22 de la dite loi stipule que: "Possède la qualité d’électeur, tout Haïtien qui:
1. Est âgé de dix-huit (18) ans accomplis;
2. Est inscrit au Registre électoral;
3. Est titulaire d’une Carte d’Identification Nationale (CIN);
4. A la pleine jouissance de ses droits civils et politiques".
"La qualité d’électeur se perd pour les mêmes motifs que la perte de la qualité de citoyen
et pour toute autre cause prévue par la Loi", article 23 de la Loi électorale.
Dans le même registre, l’article 23 précise que la qualité d’électeur est suspendue tant que dure l’une des causes suivantes:
1. La condamnation définitive à des peines emportant la suspension totale ou partielle
de ses droits politiques ou la condamnation définitive pour refus d’être juré;
2. La condamnation pour fraude électorale établie par un jugement ayant acquis
autorité de la chose souverainement jugée;
3. L’aliénation mentale dûment constatée et déclarée par une autorité médicale compétente;
4. La faillite frauduleuse établie par un jugement ayant acquis autorité de la chose
souverainement jugée;
5. Toute autre cause prévue par la Loi.
