Clovis J. Baptista Neto

Secretario Ejecutivo, Inter-American Telecommunications Commission (CITEL)

Mr. Baptista holds an Engineering Degree in Telecommunications (1972) from the Pontifical Catholic University of Rio de Janeiro, with advanced studies in Software Engineering and Computer Networks.

Prior to becoming the Secretario Ejecutivo of CITEL in March 2000, Mr. Baptista held several key positions in the Ministry of Communications and, later on, in the telecommunications regulatory agency of Brazil, ANATEL. He also assumed major responsibilities at EMBRATEL, an important telecommunications operator in Brazil, where he worked from 1974 to 1995.

He was an active participant in conferences and meetings of the International Telecommunication Union (ITU) and CITEL and in WTO negotiations on basic telecommunications services leading to the Fourth Protocol to the GATS Agreement in 1997.

Mr. Baptista also represents OAS at the Hemispheric Advisory Board of the Institute for Connectivity in the Americas (ICA), a Government-supported Canadian organization created in the framework of the 2001 Summit of the Americas in Quebec City. The Institute promotes the use of ICTs to help overcome barriers to socioeconomic development in Latin America and the Caribbean.
