ISO Electoral Norm


The implementation of quality management systems (QMS) allows institutional processes to adjust to levels and standards defined by international norms that substantially improve their productivity, efficiency and effectiveness. Among other things, its implementation contributes to the improvement of processes and procedures, information management, and the decision-making process. All this favors the change towards an organizational culture oriented to the continuous improvement.

Creation of the International Electoral Standard ISO / TS 17582: 2014

Based on the advantages of the implementation of Quality Management Systems in the electoral field, the idea of promoting the creation of an ISO electoral standard under which electoral bodies from the Americas and the rest of the world can be certified emerged. The new International Electoral Standard ISO, ISO / TS 17582: 2014, was published in February 2014.

The Electoral Rule defines the specific requirements for eight processes that are understood as fundamental in any election:

1. Voter registration
2. Registration of political organizations and candidates
3. Electoral logistics
4. Vote Casting
5. Vote counting and declaration of results
6. Electoral education
7. Oversight of campaign financing
8. Resolution of electoral disputes


This is a public management improvement tool, which promotes more transparent, efficient and aligned with organizational objectives management. This undoubtedly has a considerable impact on the increase of confidence in the electoral bodies by citizens, political parties, candidates and political organizations.
