The CICTE Secretariat along with Mexican Government led a Bioterrorism Security Preparedness and Response Workshop

The Inter-American Committee against Terrorism (CICTE) along with the support of the Mexican Government’s Ministry of Health and Ministry of the Interior, designed, developed and led the “Fahrenheit 161: Bioterrorism Preparedness and Response Workshop” from March 12-15th at the General Epidemiology Directorate in Mexico City. The workshop’s main objectives were to analyze the structure of national biosecurity preparedness and response plans; share “best practices” among the international/national experts and national workshop participants; lay the foundation for the design and developments of a Draft National Biosecurity Emergency Response Plan; promote coordination among the various Ministries and agencies present and who are responsible for the plan’s development (Ministry of the Interior, specially CISEN, and Ministry of Health).

The workshop opening ceremony was attended by international figure and high-level Mexican officials who welcomed the workshop participants and underlined the vital role of Mexico’s biosecurity efforts in providing greater security throughout the hemisphere and the world. Among the esteemed ceremony speakers were the CICTE Secretariat’s Executive Secretary Neil Klopfenstein, Minister Counselor Ginette Martin of the Canadian Embassy in Mexico, Assistant Secretary of Prevention and Health Promotion Dr. Pablo Kuri Morales, Organization of American States Ambassador Antonio Aranibar Quiroga to Mexico, Minister Jorge Moreno Castellanos of the Interior’s National Center for Research and National Security (CISEN), and General Director of Epidemiology Dr. Jesús Felipe González Roldán.

The workshop was imparted by experts from Germany, Canada, Spain, Poland and the United States, along with Dr. Roberta Andraghetti of the Pan-American Health Organization. The Mexican Government and CICTE chose the subject matter experts in diverse fields related to biosecurity, such as international Health Regulations, Biological Security Procedures, Preparedness and Response Emergency Planning, Creating a Multisectoral National Strategy on Biosecurity, among others.

Over the course of the four-day workshop, academic sessions and breakout groups focused on the workshop objectives to encourage a multisectoral approach to the threat of bioterrorism in the region. Participants and officials agreed on the success of workshop and that both security and health agencies are now better prepared to design and develop an integral response plan to combat bioterrorism in Mexico. In his closing remarks, Dr. Gonzalez applauded CICTE’s efforts to bring Public Security and Public Health agencies to create a strengthened and unified response that leverages the Mexican Government’s advanced capacities in biosecurity.

En conjunto con el Gobierno de México la Secretaría de CICTE lideró Taller de Preparación y Respuesta en Seguridad de Bioterrorismo

El Comité Interamericano contra el Terrorismo (CICTE), en conjunto con el Ministerio de Salud y el Ministerio del Interior del Gobierno de México, diseñó, desarrollo y lideró el “Taller de Preparación y Respuesta en Bioterrorismo Fahrenheit 161” llevado a cabo del 12 al 15 de marzo en la Dirección General de Epidemiología en la Ciudad de México. Los principales objetivos del taller fueron analizar la estructura de preparación y de los planes de respuesta en temas de bioseguridad nacional, intercambiar “mejores prácticas” entre los expertos internacionales/nacionales y los participantes del taller nacional; sentar las bases para el diseño y desarrollo del borrador de un Proyecto Nacional de Respuesta ante Emergencias de Bioseguridad, así como promover la coordinación entre los distintos ministerios y agencias presentes, responsables de la implementación del plan (Ministerio del Interior, específicamente el CISEN y el Ministerio de Salud).

La ceremonia de apertura contó con la presencia de figuras internacionales y funcionarios mexicanos de alto nivel, los cuales dieron la bienvenida a los participantes del taller y resaltaron el papel fundamental y los esfuerzos hechos por México en materia de bioseguridad con el fin de proporcionar mayor seguridad en todo el hemisferio y el mundo. Entre los oradores distinguidos estuvieron el Secretario Ejecutivo de la Secretaría del CICTE, el Sr. Neil Klopfenstein, el Ministro Consejero Ginette Martin de la Embajada de Aranibar Quiroga de la Organización de los Estados Americanos ante México, el Ministro Jorge Moreno Castellanos del Centro de Investigación y Seguridad Nacional (CISEN) del Ministerio del Interior y el Director General de Epidemiología, el Dr. Jesús Felipe González Roldán.

El taller fue impartido por expertos de Alemania, Canadá, España, Polonia y Estados Unidos, junto con la Dra. Roberta Andraghetti de la Organización Panamericana de la Salud. El Gobierno de México y el CICTE eligieron a los expertos del tema por sus conocimientos en diversos campos relacionados a la bioseguridad, tales como el Reglamento Sanitario Internacional, los Procedimientos Biológicos de Seguridad, Planeación de Preparación y Respuesta ante Emergencias, creando una Estrategia Multisectorial Nacional sobre Bioseguridad, entre otros.

En el transcurso del taller de cuatro días, se llevaron a cabo sesiones académicas y grupos de trabajo centrados en los objetivos anteriormente mencionados, para fomentar un enfoque multisectorial a la amenaza de bioterrorismo en la región. Tanto los participantes y los funcionarios coincidieron en que el taller fue exitoso y que las agencias de seguridad y salud ahora tienen mejor preparación para diseñar e implementar un plan de respuesta integral para combatir el bioterrorismo en México. En sus palabras de clausura el Dr. Gonzalez aplaudió los esfuerzos de CICTE de juntar las agencias de Seguridad Publica y de Salud Publica, para crear una respuesta unificada y fortalecida que aproveche eficientemente las avanzadas capacidades en bioseguridad del Gobierno de Mexico.
