CICTE Works to Enhance Passenger and Baggage Screening Techniques in Peru
Lima, Peru 11-14 June, 2012
The Organization of American States, through its Inter-American Committee against Terrorism (CICTE) organized a five day course in Excellence in Screening Techniques to improve the passenger and baggage screening techniques of 23 aviation security screeners, instructors and supervisors from Lima, Peru. The course, executed in conjunction with the Department of Civil Aviation of Peru, was carried out in the Talma Training School, and was delivered by the U.S. Transportation Security Administration.
CICTE helps Honduras Improve their Air Cargo Interdiction Techniques

In conjunction with the Department of Civil Aviation in Honduras, the Inter-American Committee against Terrorism (CICTE) Secretariat organized a training course in Air Cargo Interdiction for 23 officials from law enforcement, aviation security, customs, and air cargo carriers in Honduras. This course was led by the Canada Border Services Agency (CBSA) and was part of a three stage project aimed at assisting border security officials in Honduras with the skills needed to intercept contraband being smuggled into the country by using aircraft and cargo.

Belize receives training in Air Cargo Interdiction
Belize City, Belize June 25-29, 2012
To help Belize strengthen its border security efforts, the Inter-American Committee against Terrorism (CICTE) working in conjunction with the Anti-Drug Unit of the Belize Police Department, the CICTE Secretariat organized a training course in Air Cargo Interdiction for 25 officials from law enforcement, aviation security and customs in that Caribbean country. This course was led by the Canada Border Services Agency (CBSA) and was part of a three stage project aimed at assisting border security officials in Belize with the skills needed to intercept contraband being smuggled into the country by using aircraft and cargo.

Capacity Gap Assessment on Travel Document Security and Identity Management

The objective of the Capacity Gap Assessment on Travel Document Security and Identity Management Project is to assist the beneficiary state to identify vulnerabilities and capacity gap areas at both the national and regional levels related to the secure issuance of travel documents to be tackled through further capacity-building activities. This assessment is part of a three-year project on Capacity-building in Travel Document Security and Identity Management in the Americas, executed by the Inter-American Committee against Terrorism (CICTE) Secretariat and the International Civil Aviation Organization (ICAO) Machine Readable Travel Documents Programme with the financial support of the Government of Canada.

Port Security Assessments: Key to Training Needs
El Salvador y Costa Rica.

The Port Security Assessments and Training component of the Maritime Security program is still in progress. The latest phase of the project includes Acajutla Port in El Salvador and the ports of Limon and Caldera in Costa Rica.
The last phase included port assessments in Mexico, El Salvador and Costa Rica. This most recent phase carried out visits to a significant number of terminals within the selected ports, observations of port operations, and meetings with local stakeholders as well as port staff.
The team of experts was well supported throughout all of its activities by members of the Mexican Navy in Mexico, the Port Authority in El Salvador La Comisión Ejecutiva Portuaria Autónoma (CEPA), and the Costa Rican Institute against Drugs in Costa Rica, among other agencies.
Port Security Training in Mexico -700 Officials Trained to date and Work Continues
Mazatlan May 29 - June 18, 2012
Trainings in Port Security, supported by OAS/CICTE, began in late May in Mexico; benefiting four ports: Ensenada, Mazatlan, Salina Cruz and Puerto Vallarta. To date, 700 officials from agencies related to maritime security in Ensenada and Mazatlan, such as Secretaría de Marina (SEMAR), Customs, Communications and Transport Ministry and others, have been briefed and trained by experts in Port Security issues.
Courses such as: Port Security Awareness, Customs Surveillance, Container Inspection, Crisis Management and Table-top Exercise and Port Facility Security Officer course, are some of the subjects delivered.
National Workshop on APEC Manual on Maritime Security Drills and Exercises
Kingston, Jamaica June 11-14, 2012
The objective of this workshop was to enable participants to use the revised Asia-Pacific Economic Cooperation (APEC) Manual in planning and executing a Maritime Security Exercise and Drill. Participants learned how to apply the APEC Manual to plan and execute Maritime Security Exercises and drills, use the pre-planned exercises, drills and the multi-media templates provided, execute Maritime Security Exercises and drills, select an appropriate Exercise from the APEC Manual and review the pre-planned Exercises for adoption / adaptation to meet their own needs in the planning and execution of drills and exercises.

Legislative Assistance and Combating Terrorism Financing
National Capacity Building Workshop on the Prevention and Fight against Terrorism
Georgetown, Guyana, June 26 to 29, 2012
In conjunction with the Terrorism Prevention Branch of the United Nations Office on Drugs and Crime (UNODC/TBP), the CICTE Secretariat organized a “National Capacity Building Workshop on the prevention and fight against terrorism and its financing”, for criminal justice and law enforcement officials in Georgetown, Guyana, on June 26 to 29, 2012. The four-day national Workshop was attended by 45 officials from the criminal justice system, mainly judges and prosecutors, as well as officials from other relevant law enforcement agencies, and the security and financial sectors of the Republic of Guyana. International experts from Canada, the United States and Argentina, as well as from international and regional organizations had the opportunity to share with the audience their knowledge and experience on the investigation and prosecution of acts of terrorism and its financing. Likewise, Guyana’s representatives had the chance to present to the audience the national legislative advances in this field. Experts and practitioners had the chance to share good practices related to the investigation of concrete terrorist cases, special investigation techniques, financing of terrorism and international cooperation in criminal matters, among other topics.

Strengthening Strategies on Emerging Terrorist Threats
Exercise-Workshop on Biological Threats
Guayaquil, Ecuador, on June 14, 2012
ICTE Secretariat’s Emerging Threats Project Manager met with officials from the Government of Ecuador, headed by the Minister of Security Coordination, Vice admiral Homero Arellao, in order to evaluate the results of the Exercise-Workshop on Biological Threats, carried out in Guayaquil this past February. Minister Arellano expressed his satisfaction with having achieved the objectives of the activity and expressed his gratitude to OAS/CICTE. In addition, during the meeting the contents were outlined for an ad-hoc training to take place in October.

CICTE facilitates Information Security Course in Guatemala for officials from the Americas

The CICTE Secretariat facilitated an Information Security Course for Technical Staff for 30 officials from the region in Antigua, Guatemala. The inauguration ceremony was presided by Guatemalan Vice President Roxanna Baldetti and also included the presence of CICTE Executive Secretary, Gordon Duguid, representing the OAS Secretary-General, and the Ambassador of Canada to Guatemala, Hughes Rousseau. The CICTE Secretariat planned the event in cooperation with the Superintendence of Telecommunications of Guatemala, and featured participation from 12 OAS Member States: El Salvador, Costa Rica, Panama, Jamaica, Trinidad and Tobago, Suriname, Colombia, Peru, Chile, Ecuador, Uruguay, and the host country, Guatemala. The Five-day course included modules on information security theory as well as practical, hands-on applications of the theories discussed. Over the five days, participants worked in teams of two employing concepts and tools from the theoretical modules to practice securing systems and networks. Following each module, the course instructors, who were part of the Computer Emergency Response Team (CERT) Coordination Center at the Software Engineering Institute of Carnegie Mellon University, facilitated discussion on how the various topics related to the cyber incident response work that is being done in each of the participants’ respective countries. At the end of the course, participants took the CERT-CC Computer Security Information Handler examination.

Tourism Security
First Tourism Security conference in the Americas
Lima, Peru June 20, 2012
Through the invitation of the Ministry of Trade and Tourism of Peru, the Tourism Security Program Manager from the CICTE Secretariat participated as a presenter in the 1st Tourism Security conference in the Americas on June 20, 2012 in Lima, Peru. In his presentation, Alejandro Diaz de Leon presented the Tourism Security Program at the OAS which has the objective of strengthening the capacity and public private partnerships in the tourism industry within the hemisphere.
In collaboration with the Department of Tourism of the OAS and under the sponsorship of the Canadian government, CICTE executed this Project in its Member States, creating an interamerican network of contacts in Tourism Security. The program is comprised of: forums of analysis, panel discussions, workshops and specialized courses of theoretical and practical content in topics of security and the protection of tourism that includes: Risk Management and Communications, protection of buildings, risk and threat analysis and security self-assessments.

Regional Workshop on Major Events Security
May 23-25, 2012
The Inter-American Committee against Terrorism of the Organization of the American States’ (OAS/CICTE) and the United Nations Interregional Crime and Justice Research Institute (UNICRI) organized the 5th Regional Workshop on Security for Major Events from May 23- 25, 2012 in Panama City. The meeting was hosted by the National Police Force of Panama, with the participation of representatives of 24 OAS Member States.
The meeting served as a forum for the launching of the Knowledge Management System (KMS), the virtual platform of the International Permanent Observatory (IPO) of the Americas, IPO Americas. As the OAS IT explained to Focal Points and other attendants, the KMS will contain detailed information regarding the Program activities, a registry of both past and future Major Events in the region and national, regional and international legislation relating to Major Events security. In addition, a community will be established to discuss past and future Major Events and facilitate the exchange of information and best practices. The Meeting also aimed at gathering inputs from the National Focal Points on the development of a Regional Training Manual on Major Events’ Security and Crime Prevention and, discussing the elaboration of standards and protocols to advance public-public and public-private partnerships.
