Letter of Understanding: The OAS signs letter of understanding with FAO - August 2014

The Food and Agriculture Organization of the United Nations (FAO) and the Organization of American States (OAS) signed a Memorandum of Understanding (MOU) in support of the implementation of training activities on the application of the Bio-energy and Food Security Rapid Appraisal (BEFS RA) tool set, in the third-party countries supported by the OAS, under the Memorandum of Understanding between the Government of the Federative Republic of Brazil and the Government of the United States of America to advance cooperation on biofuels.

The BEFS RA is part of a support package to Decision-Making for Sustainable Bio-energy, it encompasses a set of easily applicable methodologies and user-friendly tools that will be given to Dominican Republic, El Salvador, Guatemala, Haiti, Honduras and Jamaica; the beneficiary countries under the Us-Brazil Biofuels Memorandum of Understanding. The tool will help these countries to do an assessment on liquid biofuels for transport having into account the interplay between natural resource availability, bio-energy production potential, rural development and food security.

The two parties established, as priorities of cooperation within the ambit of the MOU, to provide technical expertise on the application of the BEFS RA modules and to design a two-day training session to give countries an initial indication of their sustainable bio-energy potential and of the associated opportunities, risks and trade-offs. For this purpose, training was held in six countries in the region on an innovative tool developed by FAO to analyze the potential of biofuels in a country – Bioenergy and Food Security Rapid Assessment Tool (BEFS RA).
