XX Inter-American Conference of Ministers of Labor (IACML) of the OAS

“Building on our Achievements and Advancing Toward Social Justice, Decent Work and Sustainable Development in the Americas”

During two days, this Conference provided a unique space for the Americas labor authorities to collectively reflect, and build consensus around three topics of great importance for the region: 1) Better coordination between education, training and labor, which is crucial to unleash youth potential and address the future of work, 2) Implementation of Goal 8 of the 2030 Agenda for Sustainable Development, and 3) Gender equality and ensuring labor rights and opportunities for vulnerable populations. The Conference also gathered the main workers’ and employers’ organizations, under the advisory bodies, COSATE and CEATAL, as well as international organizations.

MAIN OUTCOMES OF THE MEETING

The most significant outcomes of the XX IACML can be summarized as follows:

  • Unanimous approval of the Declaration and Plan of Action of Bridgetown, which reflects new consensus and commitments to guide national and regional actions on labor and employment. Agreements on greater inter-sectoral coordination between education and labor, the future of work, the 2030 Agenda approach, gender equality and labor inclusion of vulnerable populations.
  • Approval of the Joint Declaration of COSATE and CEATAL, as a new regional agreement between workers and employers.
  • Dialogue with the Chair of the Inter-American Committee on Education (CIE) representing the Ministers of Education of the region on education, labor and training coordination. It was recognized that this coordination is fundamental to improve youth employment and address the challenges of the future of work.
  • Launch of the publication "The Coordination between Education and Labor in the Americas: Results of the Inter-Sectoral Workshop on Youth Employment", which contains up-to-date information, conceptual notes, national experience and policy recommendations to improve the link between the world of education and the world of work. This publication provides important elements to continue efforts of inter-sectoral coordination between IACML and CIE.

  • The establishment of two Working Groups and the election of their authorities to follow up and promote actions to fulfill the commitments of the XX IACML:
    1. Working Group 1: Integrated public policies for productive employment and decent work with social inclusion
      • Authorities: Ecuador (Chair), Chile and Brazil (Vice Chairs)
    2. Working Group 2: Institutional strengthening to promote and protect workers’ and employer’s rights and obligations and foster cooperation.
      • Authorities: Argentina (Chair), Costa Rica and Canada (Vice Chairs)
  • Ratification of support for the Inter-American Network for Labor Administration (RIAL), as the cooperation mechanism among the Ministries of Labor of the region
  • High-level government attendance with the participation of 20 countries, representing all sub-regions, as well as representatives of workers and employers. Also noteworthy, the presence of Secretary General of the OAS, Luis Almagro, the Director for Latin America and the Caribbean of the ILO, José Manuel Salazar; and the Chair of the CIE and Minister of Education of The Bahamas, Jeffrey Lloyd. The XX IACML was also attended by delegates from ILO, PAHO, CISS, IOM, IDB, and CARICOM.
