First Special Meeting of the CEDDIS (May 2011)

In face of the conclusions drawn during the First Meeting of the Working Groups of the CEDDIS, held in October 2010, the Committee decided to hold a special meeting to address the following priorities:
Formal approval of the methodology and parameters for measuring progress in the implementation of the Convention for the Elimination of All Forms of Discrimination against Persons with Disabilities;
The adoption of Comments of the Committee for the correct interpretation of Article I.2(B) of the Inter-American Convention in face of the discrepancy with Article 12 of the UN Convention on the Rights of Persons with Disabilities, in regard to the topic of interdiction in the exercise of legal capacity.
Initiate preliminary discussions for the adoption of a recommendation to strengthen the Technical Secretariat of the CEDDIS and SEDISCAP.
The First Special Meeting of the CEDDIS was held in El Salvador, San Salvador, on May 4th and 5th, 2011. In this meeting, the Committee adopted four internal resolutions, with special notice to the resolution CEDDIS/RES.1 (IE/11), which adopted the document entitled General Orientation of the Committee for the Elimination of All Forms of Discrimination against Persons with Disabilities about the need to interpret Article I.2, Section B) in fine of the Convention for the Elimination of All Forms of Discrimination against Persons with Disabilities under Article 12 of the UN Convention on the Rights of Persons with Disabilities as a means of interpreting the topic of interdiction.
In addition, the resolution CEDDIS/Res 2 (IE/11) determined the establishment of a Working Group, composed of Argentina, El Salvador, Panama and Peru, to produce a comprehensive assessment of SEDISCAP operations, make recommendations to ensure its sustainability over the remainder of the Decade of the Americas for the Rights and Dignity of Persons with Disabilities (2006-2016), and develop a detailed proposal for the budgetary needs of the Technical Secretariat of the Committee and the interaction between the before mentioned and SEDISCAP.
