Special Committee on Migration Issues
The Special Committee on Migration Issues (CEAM for its acronym in Spanish) was established on October 24, 2007. Born out of resolution AG/RES. 2326 (XXXVII-O/07), this committee is tasked with the analysis of “migration issues and flows from an integral perspective, taking into account the relevant provisions of international law, especially international human rights law” by incorporating a “cross-cutting gender and human rights” approach in order to “[foster] international cooperation, [and take into account] political, social, economic, cultural, integrational, security, health, labor, and regulatory aspects, as well as any other aspect it considers relevant” (2008/09 CEAM Workplan).
The current Chair is held by Ambassador Jorge Ramon Hernandez Alcerro, Permanent Representative of Honduras to the OAS.
The Vice-Chair is held by Mr. Juan Miguel Gonzalez Bibolini, Alternate Representative of Paraguay to the OAS.
