Migration at the OAS

Taking into consideration the ever growing phenomenon of international migration in the American hemisphere and the importance of this topic, the General Assembly of the OAS, in 2005, adopted the Inter-American Program for the Promotion and Protection of the Human Rights of Migrants, including Migrant Workers and Their Families. The Program, administered by the Committee on Juridical and Political Affairs, focuses on the protection of migrants’ rights by promoting effective public policies, legislation, and the exchange of best practices between the Member Countries of the OAS.

On May 2nd, 2007, the Permanent Council, in recognition of the magnitude of this topic, convened a special meeting to discuss and analyze human migration flows and its impact on OAS Member States. Later that same year, on October 24th, the OAS Permanent Council established the Special Committee on Migration Issues (CEAM for its acronym in Spanish). 

The Migration and Development program (MIDE) is the technical secretariat for the CEAM, the Inter-American Program for the Promotion and Protection of the Human Rights of Migrants, as well as the focal point for cross-cutting Migration-related activities and initiatives carried out by the OAS.  

What is MiDE?

The Migration and Development Program was launched in 2008, in the Executive Secretariat for Integral Development, as the technical support arm for the CEAM. MiDE’s role is to provide technical expertise and information to the country representatives in order to take appropriate and effective measures on a regional scale to address the challenges and opportunities of human mobility.  

Furthermore, MiDE, in its effort to consolidate up-to-date migration information in the hemisphere, is also the focal point for migration related research, activities, capacity-building and information of the Organization of American States.  

General Objective of the Migration and Development Program: 

The Migration and Development program aims to contribute to the promotion and development of public policies that will lead to improved migration management in the Americas through the facilitation of dialogue, cooperation, institutional strengthening and access to information. 

Specific objectives of the Program:

  • Generate instruments that promote the rights of migrants.
  • Promote the development of relevant information systems. 
  • Facilitate cooperation and the exchange of best practices.
  • Establish strategic alliances with other International, national, and civil societyorganizations.
