Writing Proposals

The guidelines for writing draft proposals will ensure that draft proposals submitted for the discussion at the Model OAS General Assembly exercise are written in the proper form, with adequate substance, and contain all the required information. Draft proposals not following these instructions will be returned for revisions. Two sample resolutions are provided at this end of this section.

The value of clear, precise expression and logically developed thought can not be over emphasized. A short, closely reasoned proposal is far superior to one with a long rambling preamble (much of which may well be irrelevant to what follows) and a vaguely worded operative section whose provisions could not realistically be carried out.

Requirements

All draft resolutions must:

• Be submitted in typed form, double-spaced
• Deal specifically with a topic on the agenda of your respective committee
• Conform to the stylistic standards of the Model OAS
• Have your Faculty Adviser's signature approving it for form and substance
• Have the signatures of five (5) delegates other than the proponent's. Support by the Proponents must be secured for the resolution as it is originally submitted. If the resolution is amended, the original signature proponents are not bound to the original commitment.

The quality of the draft resolutions presented for debate is a major factor in the success of the Model and it is key that these guidelines are followed.
