Overview
During the Model, the
delegates simulate the deliberations of the annual Organization
of American States General Assembly as it actually takes place,
including general debate, lobbying, caucusing, and committee
work. The Model OAS General Assembly (MOAS) will operate as
follows:
Responsibility &
Role of Schools
Schools and faculty
should be prepared to support the requirements listed below:
- Each participating
school shall represent one OAS member country.
- The OAS General
Secretariat will make country assignments.
- Each school/country
delegation shall consist of five (5) delegates and a
maximum of five (5) alternates, who, working in pairs,
shall represent their assigned country on the five
committees of the General Assembly.
- Each school/country
delegation shall have a Head Delegate, who shall be
responsible for his/her delegation so that his/her
country may be represented at the Model in a cooperative
and consistent manner. The Head Delegate shall have
the authority to assign duties to any other member of the
delegation.
- Each participating
school shall appoint a member of its faculty to serve as
adviser to the prospective student delegation, preferably
an individual versed in inter-American affairs and the
functioning of international organizations, particularly
the OAS. The adviser shall be the focal point of contact
for the institution, the student delegation, and the
office of the MOAS Coordinator.
- Faculty Advisers
shall accompany their respective student delegation to
the Model session in Washington, D.C.
- Each delegation
will be provided with preparatory materials which should
be supplemented by classroom instruction and student
research prior to the Model sessions. The students
should seek to become familiar with their assigned
country and learn how its interests relate to the agenda
topics of the Model. Last minute improvisation can
never achieve the success that will bring credit to the
school and that will result in a sense of satisfaction to
its representatives.
- The highly academic
and intense nature of the Model demands of its
participants extensive scholarly research and planning
well in advance of the actual event. In fairness to
the dedication and extracurricular effort required for
such preparation, the OAS General Secretariat believes
that student delegates should be accorded appropriate
academic credit for their participation.
- An institution's
performance at a given Model will determine whether or
not it is invited to attend the following session. The
General Secretariat will extend invitations only to
institutions, which fully meet the academic standards set
for participation in this exercise.
Students/ Delegations
The responsibilities and
expected effort for students and delegations are outlined below:
Participants are
reminded that, for the purposes of the Model, they are to do
their best to advocate the interests of their assigned countries,
rather than voice their own personal viewpoints. Student
delegates are expected to remain in their respective country's
character at all times once the Model begins.
Each student delegation
will be briefed by the MOAS mission/delegation, located in
Washington D.C., of the country it represents.

Faculty Advisers
The following describes
the role and responsibility a Faculty Adviser. The Faculty
Adviser will:
Ensure that their
student delegates attend all officially scheduled conferences,
meetings, and ceremonies for the entire duration of the Model.
Should conditions make it necessary to leave any event early, the
Coordination Office must be notified. It is strongly encouraged
that students and faculty attend the entire exercise to obtain
the full benefits of the exercise.
Conduct a workshop on
the Model's Rules of Procedures and the basic elements of
standard OAS parliamentary courtesy. This workshop will provide
the students with a thorough understanding of these procedures
and help them to become familiar with methods, which are
particularly characteristic of the MOAS operation.
OAS Support
The OAS General
Secretariat will assign senior staff specialists to each
committee as consultants who shall be available to assist MOAS
participants and officers when so requested. The Consultants will
be present at all sessions.
Model's Coordination
Office
The Model's Coordination
Office is the central point of contact for planning and carrying
out the Model OAS exercise. As such, the office coordinates and
facilitates all training and administrative functions related to
the exercise.
The Model's Coordination
Office will ensure the services of Consultants on style of the
resolutions. The Consultants will edit resolutions approved by
committees in order to enhance their quality of expression before
they are voted on at the Closing Plenary Session. (Sample
resolutions).
The Model's Coordination
Office will designate instructors from participating institutions
to serve as technical Secretaries of each of the five committees
of the Assembly. The Technical Secretaries shall assist the
student delegates when so requested and also act as the liaison
between the student delegates and the OAS Coordination Office for
the Model.
Certificates of
Participation will be awarded to all accredited delegate,
alternates, observers, and representatives of the institutions
appointed to provide General Secretariat and Communications
Center services. Certificates of Merit based on excellence in
preparation, effective country representation, adherence to the
Model's Rules of Procedure, and observance of decorum will be
awarded to the best delegation and to the runner-up, to the best
individual delegate in each committee, and to the best chairman.
The Awards Committee immediately prior to the Closing Ceremony
will choose award winners.
The MOAS will not be
responsible for replacing lost or misplaced publications once
they have been distributed to delegations.
Location &
Physical Arrangements
The MOAS General
Assembly will be held at the Organization of American States Main
Building, Seventeenth Street and Constitution Avenue, NW,
Washington, D.C.
It is important to keep
in mind that since Washington, D.C. is a major tourist and
convention center, accommodations are always limited. Therefore,
all prospective Model participants should make their plans well
in advance. The Coordination Office will advise all institutions
of the cut-off date for making hotel reservations. Last minute
arrangements can result in not obtaining accommodations. (See

Participation Fee
The fee, per delegation,
to participate in the 5-day Model OAS exercise is $450.00 and the
fee is non-refundable.
Accommodations
Payment for
accommodations is the responsibility of the participating
institutions. Lodging for delegations will be available at the
State Plaza Hotel and Lombardi Hotel. The hotels have offered the
following rates to MOAS participants. (Note:
the prices below are subject to change. Prices are negotiated
each year. Contact the Model Coordinator or Hotels for cost.)
